0 0 <br />5ui, 0 ME 56 <br />Chairman Hincks expanded the current committee that is studying crime in the <br />county to include himself and Commissioner Reives, along with previously appointed <br />Commissioner's Adams and Matthews. <br />Assistant Community Development Director Marshall Downey and Community <br />Development Director Bob Bridwell gave the Board an update on the Unified <br />Development Ordinance (UDO). They told the Board that three (3) public hearings had <br />been held along with a work session. The Planning Department has received feedback <br />from the public hearings and is currently working on a draft UDO to be presented in the <br />near future. The Board was encouraged to submit changes they would like incorporated <br />in the UDO to Mr. Bridwell or Mr. Marshall as soon as possible. <br />Commissioner Reives discussed various mental health concerns he had which <br />included leasing employees that are near benchmark retirement and the retirement <br />benefits for current mental health employees. After some discussion, Commissioner <br />Reives moved that Lee County go on record in support of leasing employees that are near <br />retirement as part of the mental health merger agreement with Sandhills Mental Health. <br />Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Reives also expressed concerns with the retirement benefits for <br />mental health employees. After some discussion, Commissioner Reives moved that all <br />retired employees be covered with health insurance using the Harnett County plan. <br />Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Several mental health patients affected by state reform attended the meeting and <br />asked the Commissioners to keep their treatment programs intact in Lee and Harnett <br />county. The Board asked County Manager David Smitherman to contact Leza <br />Wainwright with the Division of Mental Health, Developmental Disabilities and <br />Substance Abuse Services to see if Lee-Harnett Mental Health could continue to operate <br />as an individual center and not be required to merge. <br />The Board considered a request from Brightleaf Aviation to waive the late list <br />penalty of $1,641.20 for their 1989 Learjet 31 aircraft that is located at the Sanford-Lee <br />County Airport. Tax Administrator Kep Kepley recommended that the Board deny the <br />request to waive the late list penalty. After some discussion, Chairman Hincks moved to <br />3 <br />
