Commissioner Matthews moved to approve the above recommendations from Mrs. Potts <br />to serve on the Social Services Work First Planning Committee. Upon a vote, the results <br />were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a request from the North Carolina Association of County <br />Commissioners asking all counties to approve a resolution for AMENDMENT ONE - to <br />authorize self-financing bonds. The proposed resolution stated that North Carolina was <br />one of two states in the United States without self-financing bonds. The bonds would <br />give local governments an important tool to compete for new jobs. This legislation will <br />be on the November ballot. The Lee Countv Economic Development Corporation <br />endorsed this resolution at their last meeting. Chairman Hincks moved to approve the <br />resolution for AMENDMENT ONE. Upon a vote, after much discussion, the results <br />were as follows: <br />Ave: Hincks, Paschal, and Stevens <br />Nay: Adams, Lemmond, Matthews, and Reives <br />The Chairman ruled the motion had failed with a four to three vote. <br />Commissioner Reives discussed an August 10, 2004, memo from Sandhills <br />Mental Health Director Mike Watson. Mr. Reives went over the memo with the Board of <br />Commissioners and discussed concerns he had with various parts of the memo. No <br />action was taken on the matter. <br />Commissioner Matthews asked Chairman Hincks to appoint a committee to <br />research and see if additional deputies were needed at the Sheriffs Office. After some <br />discussion, Chairman 1-lincks appointed Commissioner's Bert Matthews and Chad Adams <br />to the committee to see if additional deputies are needed and report back to the Board of <br />Commissioners with their findings. <br />Chairman Hincks moved to recess the regular meeting and go into the Lee County <br />Water and Sewer District No. I meeting. After completing business in the Lee County <br />Water and Sewer District No. I meeting, Commissioner Reives moved to go out of the <br />Lee County Water and Sewer District No. 1. Upon a vote, the results were as follows: <br />Aye: Adams, 1-Iincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously and the Board was <br />back in regular session. <br />7 <br />
