0 61,01 0 PhLE i <br />MINUTES OF THE REGULAR MEETING <br />OF THE <br />BOARD OP COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />*&*****=k********#~:k%kk~:=k***#****;I:;1:~-k*****#**;I:~:~:k*#***~:*i:*WW**#**~: %k :k*=k**%k* <br />AUGUST 23, 2004 <br />;k*;k***:k*;k***&****#*~:********&*#*:I:~*=k**#***#*:I:;k~:k:k;k****8:=k~:*=k:k***#~:*W*.k*** <br />The regular meeting of the Board of Commissioners for the County of Lee, State <br />of North Carolina, convened at 9:00 o'clock a.m. in the Connnissioticus' Room, Lee <br />County Govemment Center, 106 Hillerest Drive, Sanford, North Carolina. <br />Commissioners present were W. Chad Adams, Herbert A. Hincks, terry M. Lemmond, <br />Bertha L. Matthews, Nathan E. Paschal, and Amy L. Stevens. Commissioner Robert T. <br />Reives joined the meeting later. <br />Chairman Hincks presided and the following business was transacted: <br />Rev. Scott Yew, Pastor of Beaver Creek Baptist Church delivered the invocation <br />and led the pledge of allegiance. <br />The Board considered additional agenda items. Various Commissioners and <br />County Manager David Smitherman asked that the following items be added or amended <br />concerning the agenda: <br />• Request that Item 11. E. be pulled for further discussion (resolution in <br />support of AMENDMENT ONE) <br />• Discussion on Mental Health issues <br />• Request from the Sheriff's Office to hire a Civil Sergeant <br />• Allow Ms. Phyllis Popemeyer to address the Board concerning her <br />animal kennel located on Hwy. 87, South <br />Commissioner Lennnond moved to approve the above additions and changes to the <br />agenda. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, and Stevens <br />Nay: None <br />Absent: Reives <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Matthews had questions for Tax Administrator Kep Kepley <br />concerning the write off of delinquent 1993 taxes. Mrs. Matthews had concerns that <br />eighty-five (85) of the accounts were under five-dollars (S5.00) and one hundred and <br />nineteen (119) were under ten-dollars ($10.00.) She questioned how much time staff <br />spent on trying to track down these individuals to collect this small amount of taxes and if <br />
