AOL <br />9 PACE 9 <br />MINUTES OF THE RECESSED REGULAR MEETING <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE. STATE OF NORTH CAROLINA <br />JUNE 28.2004 <br />The recessed meeting of the Board of Commissioners for the County of Lee, State <br />of North Carolina. convened at 10:00 o'clock a.m. in the Gordon Wicker Conference <br />Room. Lee County Government Center, 106 Hillcrest Drive, Sanford, North Carolina. <br />J Commissioners present were W. Chad Adams. Herbert A. Hincks, Jerry M. Lemmond; <br />Nathan E. Paschal, Robert T. Reives, and Amy L. Stevens. Commissioner Bertha L. <br />Matthews was not present at the beginning of the meeting but joined the meeting later. <br />Chairman Hincks presided and the following business was transacted: <br />The Board considered budgets for volunteer fire departments. Chairman Hincks <br />moved that no paid volunteer firemen be approved in the FY 2004-05 budget until the <br />Emergency Management Office conducts a study of all fire departments. This study will <br />be completed once the new Fire Marshal position has been filled. Upon a vote, the <br />results were as follows: <br />Aye: Adams, Hincks; Paschal, and Stevens <br />Nay: Lemmond and Reives <br />Absent: Matthews <br />The Chairman ruled the motion had been adopted by a four to two vote. <br />Commissioner Matthews joined the meeting at this time. <br />The Board considered a request from Social Services Director Brenda Potts to <br />increase an Income Maintenance Caseworker III position located at Central Carolina <br />Hospital from a 7/8-time position to a full-time position. Mrs. Potts told the Board that in <br />the 1980's; the Department of Social Services placed a part-time Income Maintenance <br />Caseworker III position at the local hospital. The hours for the position have increased <br />over the years due to mandated Medicaid policies that require applications be taken for <br />children and pregnant women. Central Carolina Hospital has continued to pay one-half <br />of the salary of the position, which is the county's share of the cost of the position, and <br />Federal funds picked up the remainder. Mrs. Potts stated that the original employee <br />retired and the position was divided between two workers. One of the two employees <br />resigned to take a full-time position and Mrs. Potts has been unable to fill the other half- <br />time position. Mrs. Potts asked the Board if they would change the position from 7/8- <br />
