~c 19 mF 89 <br />resolution authorizing the sale of the old DMV building and Steele Street parking deck, a <br />copy of which is attached to these minutes and by this reference made a part hereof. <br />Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Paschal left the meeting at this time. <br />The Board considered a request from McQueen Chapel United Methodist Church <br />to purchase a 1.04-acre tract of land from Lee County. County Attorney K. R. Hoyle told <br />the Board that he had received an offer from McQueen Chapel United Methodist Church <br />to purchase 1.04 acres of land adjacent to the church that is part of the Lee County <br />Landfill. He stated that sixteen (16) graves, a septic system and a propane tank are <br />currently located on the property. The church could find no record that the church <br />property had ever been surveyed until September 2003. During the survey, they <br />discovered that the gravesites, septic system, and propane tank are located on property <br />that does not belong to the church. Mr. Hoyle stated that the church had offered to pay <br />$5,000.00 for the 1.04-acre tract in question. The North Carolina Department of <br />Environment and Natural Resources has visited the site and found that the sale of the land <br />is acceptable. Chairman Hincks moved to accept the $5,000 offer from McQueen Chapel <br />United Methodist Church, declare the property surplus and approve a resolution to begin <br />the upset bid process. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, and Stevens <br />Nay: Matthews and Reives <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted by a four to two vote. <br />After further discussion on the above matter. Commissioner Reives moved to table the <br />request from McQueen Chapel United Methodist Church until the June 21, 2004, <br />meeting. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Reives, and Stevens <br />Nay: None <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board discussed capital outlay reductions in the proposed FY 2004-05 <br />budget. Various department heads gave justification concerning budget matters relating <br />to their departments. County Manager William Cowan discussed with the Board <br />$250,000 in capital outlay reductions he was asked to prioritize at the Budget Work <br />5 <br />
