UUUK 19 PAGE v9"? <br />RLSOLUTTON <br />WHEREAS, the Lee County Board of Commissioners recognizes the need for compliance with <br />Session Law 2001-437 (H6381) particularly with reference to the population of catchment area and <br />governance structure that provides "within the public system of mental health, developmental disabilities, <br />and substance abuse services, there are area, county and state facilities. An area authority or county <br />program is the locus of coordination among public services for clients of its catchment area;" and <br />WHEREAS, Lee County currently operates as a multi-county authority known as Lee-Harnett <br />Area Mental Health, Developmental Disabilities, and Substance Abuse Authority; and has enjoyed a <br />mutually beneficial MH/DD/SA services partnership with Harnett County that has resulted in natural <br />alliances among consumers and advocacy groups, flexible consumer access and sharing of resources, and <br />expanded consumer choice; and <br />WHEREAS, Lee County desires to continue as an area authority (through June 30, 2005) and <br />pursue an affiliation with the Sandhills Center for Mental I lealth, Developmental Disabilities, and <br />Substance Abuse Services.. <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Lee County, <br />North Carolina, that Lee County will continue as an area authority (through June 30, 2005) and pursue an <br />affiliation with the Sandhills Center for Mental Health. Developmental Disabilities, and Substance Abuse <br />Services; and <br />Section 1. The Commissioners intend to work toward joining with the Sandhills Center for <br />MI-I/DD/SAS to recognize and foster the maintenance of the established alliances <br />of Lee and Barnett Counties' consumers, foster continued sharing of resources and <br />expands consumer choice effective July 1, 2005. <br />Section 2. Appropriate individuals with Lee County and Lee-Harnett Area MI-I/DD/SAS shall <br />work with Sandhills Center for MH/DD/SAS to determine the nature of the new <br />organizational structure and a schedule when Lee County can join in the new multi- <br />county area authority. <br />Section 3. The Commissioners will work diligently with the Sandhills Center for <br />MI-1/DD/SAS to define employment opportmtities with the LMf for Lee-Harnett <br />staff, a plan for the continuation of psychiatric coverage in Lee and Harnett <br />Counties and a plan for inclusion of the Lee-I-lamett Consumer Family Advisory <br />Committee into the new LME by November I, 2004. <br />Section 4. The Commissioners will support and request state funding for Discontinued Service <br />Allowance in accordance with the Local Governmental Retirement System for <br />eligible Lee-Harnett employees displaced by Mental Health Reform and the <br />dissolution of Lee-Harnett Area MH/DD/SA Authority. <br />Adopted this the 7ih day of June 2004. <br />i <br />Ro ert-T.
