Triangle J region and the Isothermal Region in the western part of North Carolina. The formation of <br />the Economic Development District allows the region to have a more direct connection to US <br />Economic Development Administration and will allow the Triangle J Council of Governments to <br />assist member governments as they interact with the Economic Development Association on grant <br />projects and other initiatives. Formation of an Economic Development District will not duplicate <br />existing economic development efforts by local economic developers and is not meant as an <br />economic development recruitment service. Rather, an Economic Development District will allow <br />the Triangle J Council of Governments to provide enhanced services to its member governments in <br />economic development coordination, capacity building and other needs as member governments <br />determine. There is no financial commitment needed form Lee County for this effort, only a <br />Resolution of support. The formation of the Economic Development District will allow the Triangle J <br />Council of Governments to receive funding from the Economic Development Association to staff an <br />individual to work on the region's Comprehensive Economic Development Strategy This effort will <br />also allow the Triangle J Council of Governments to enhance its successful Foreign Trade Zone <br />Program and provide other economic development support services to our member governments <br />through enhanced staff capacity. The Triangle J Council of Governments' Board of Delegates have <br />unanimously supported pursuit of the Economic Development District. In addition, the Board of <br />Delegates has consistently identified economic development as a top priority in the region and <br />expressed their expectation that the Triangle J Council of Governments staff develop capacity to <br />assist member governments in this area. The formation is directly related to the Board of Delegates <br />direction to the Triangle J Council of Government staff on this item. Further, the concept was <br />presented to local developers at a recent Research Triangle Regional Partnership Economic <br />Developers meeting and received support from the group. Resolutions of support are required from <br />the counties in the region to move forward with an application to the Economic Development <br />Administration. Commissioner Reives moved to approve the Resolution of support, a copy of which <br />is attached to these minutes and by this reference made a part thereof. Upon a vote, the results <br />were as follows: <br />Aye: Dalrymple Dodson, Knecht, Oldham, Reives, Sharpe <br />Nay: None <br />Absent: Sloan <br />The Chair ruled the motion had been adopted unanimously. <br />The Board next considered an Affordable Care Act Funding Letter. Health Director Heath <br />Cain stated that the Lee County Board of Health wants to ensure our legislative leaders are aware <br />of the full impact repealing the ACA without a clear plan to replace the legislation affects the <br />residents of Lee County. If the prevention and Public Health funds are not reallocated to another <br />program, this funding source could be eliminated and public health at the State and local level <br />would be negatively impacted. Mr. Cain further stated that the Board of Health voted to allow the <br />Commissioners to review the ACA funding letter before voting to mail to letter to the legislators. <br />After discussion, Commissioner Reives moved to approve support of sending the letter to the <br />legislators, a copy of which is attached to these Minutes and by this reference made a part hereof. <br />Upon a vote, the results are as follows: <br />Aye: Dalrymple Dodson, Knecht, Oldham, Reives, Sharpe <br />Nay: None <br />Absent: Sloan <br />The Chair ruled the motion had been adopted unanimously. <br />Page 418 <br />
