21. The anonymous letter, Attachment D, appears to be more of a political complaint, <br />or attack against various local entities and persons, than any objective evidence of <br />wrongdoing by the Lee County Board of Commissioners. <br />22. Based on the audit requirements as understood by Commissioner Smith, he felt <br />obligated to respond to the question posed in your survey relating to fraud as <br />completely as possible. <br />Based on the foregoing, I have arrived at the following conclusions: <br />1. The Lee County Board of Commissioners acted to purchase the Subject Property <br />based on the request of the Lee County Board of Education. <br />2. The historic ownership by Commissioner Reives, or his son, of a small portion of <br />the Subject Property six years earlier to this transaction had no impact on the <br />decision. <br />3. No fraud or undue influence was involved in the purchase of the Subject Property. <br />4. No laws or ethical requirements of the Board of Commissioners have been <br />violated in the purchase of the Subject Property. <br />As a personal note, it is my experience and belief that the County of Lee, during the years <br />I have been in a position to observe the conduct of its business, has been operated in an honest <br />and fraud -free manner.
