4 <br />12. The current members of Brick Capital Community Development Corporation are <br />Rev. Freeman Brooks, John Carr, Brenda Johnson, Alice Kendrick, Terry <br />McMillan, Margaret Murchison, Ulysses Upchurch, Antoinette Upchurch, Brenda <br />Williams and William T. Wilson, Jr. <br />13. The Articles of Incorporation for Brick Capital Community Development <br />Corporation state: "The purpose for which this corporation is formed is to provide <br />housing for low and moderate income persons along with related neighborhood <br />revitalization or other community and economic development activities to further <br />the development of viable urban neighborhood in the City of Sanford, North <br />Carolina." <br />14. The Articles of Incorporation for Brick Capital Community Development <br />Corporation further state: "The purposes for which the corporation is formed are <br />exclusively religious, charitable, scientific, literary and educational within the <br />meaning of section 501(c)(3) of the Internal Revenue Code of 1986 or the <br />corresponding provisions of any future United States Internal Revenue law." <br />15. The Articles of Incorporation for Brick Capital Community Development <br />Corporation further state: "No part of the net earnings of the corporation shall <br />inure to the benefit of any officer, director or member of the corporation." <br />16. In what appears to be an anonymous letter included in Commissioner Smith's <br />survey response as attachment D, is a reference to Commissioners Reives and his <br />son selling property to Brick Capital Community Development Corporation and <br />that somehow this prior transaction in 2010 inappropriately affected the <br />Commissioners' decision to purchase the property in 2016. <br />17. According to Brick Capital Community Development Corporation's Executive <br />Director, Brick Capital Community Development Corporation purchased two <br />small parcels of land from the Reives to augment their existing campus on the <br />WB Wicker site and to provide additional road frontage on Vance Street. <br />18. According to the public records, Robert T. Reives and wife, Ruth B. Reives sold a <br />small parcel of land to Brick Capital Community Development Corporation in <br />July of 2010 for $10,000. <br />19. According to the public records, Robert T. Reives, II and wife, Cynthia V. Reives <br />sold a small parcel of land with a house on it to Brick Capital Community <br />Development Corporation in July of 2010 for $77,000. <br />20. These two tracts of land formed a very small part of the larger acreage involved in <br />the transaction between the County of Lee and Brick Capital Community <br />Development Corporation six years later. <br />
