Upon a vote, the <br />results were as follows: <br />Aye: Adams Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Stevens moved that the Lee County Board of Commissioners <br />adopt a resolution in conjunction with the North Carolina Division of Mental Health, <br />Developmental Disabilities and Substance Abuse Services, pursue good faith negotiations <br />with the Sandhills Area Authority, with or without Harnett County, a copy of which is <br />attached to these minutes and by this reference made a part hereof. After much <br />discussion, the Board voted as follows: <br />Aye: Adams, Hincks, Paschal, and Stevens <br />Nay: Lemmond, Matthews, and Reives <br />The Chairman ruled the motion had been adopted by a four to three vote. <br />Commissioner Reives stated that he was not voting in opposition to the county <br />Board of Commissioners not being able to make their own decisions that rest in their <br />hands at all times. He stated that he was voting against the process because he doesn't <br />feel there is any need for a resolution. <br />The Board considered the addition of Lee-Harnett Mental Health employees to <br />the Lee County medical plan for FY 2004-05. County Manager William Cowan told the <br />Board that he had asked Human Resource Director Patsy Rogers research the matter and <br />she discovered that individual coverage for employees would go from $369.55 to $373.89 <br />and $83.80 to $863.69 for family coverage if Mental Health employees were added to <br />the county's current policy. Mr. Cowan stated that a total of $21,720 would be required <br />for the additional premium for individual and family coverage. Mr. Cowan further told <br />the Board that Mental Health Director Claretta Johnson had stated that Lee-Harnett <br />would pay the additional premium required if the Board approved the request. After <br />some discussion, Commissioner Stevens moved to approve the addition of Lee-Harnett <br />Mental Health employees under the county's medical plan for FY 2004-05, with Mental <br />Health paying the additional $21,720 premium.
