F.cF 38 <br />Chairman Hincks told the Board that the Harnett County Board of Commissioners <br />had also called a special meeting for this date and time to consider a similar motion <br />concerning mental health. <br />Commissioner Reives asked for clarification of different parts of the motion and <br />discussion followed. <br />After much discussion. Chairman Hincks called for a vote of Commissioner <br />Stevens's motion to authorize and direct the Lee-Harnett Mental Health Developmental <br />Disability and Substance Abuse Area Authority to engage in good faith merger <br />negotiations with Sandhills Mental Health Authority and for the Lee-Harnett Mental <br />Health Authority to adopt and forward to the Lee County Board of Commissioners by <br />April 2, 2004, a resolution stating its willingness to comply with this directive and for the <br />Board of Commissioners to hold an election to appoint a Commissioner who will be an <br />additional representative from the Board to serve with the Lee County Manager to help <br />facilitate negotiations. Upon a vote, results were as follows: <br />Aye: Adams, Hincks, Paschal, and Stevens <br />Nay: Lemmond, Matthews, and Reives <br />The Chairman ruled the motion had been adopted by a four to three vote. <br />The Board considered nominations for a Commissioner to be an additional <br />representative from this Board to serve with the County Manager to help facilitate <br />negotiations as requested by Mental Health Authority Chairman Gray's letter dated <br />March 11, 2004. Commissioner Paschal moved to nominate Chairman Hincks as the <br />additional representative. No other nominations were made, and Chairman Hincks stated <br />that he would be glad to serve with the County Manager. <br />With no further business to come before the Board, Commissioner Adams moved <br />to adjourn the special meeting. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal. Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously and the meeting <br />adjourned in keeping with the motion. <br />Herbert A. Hincks.
