A ~ ,1/9 Q Z7 + <br />UJJ~ mLL 8•/ <br />MINUTES 01, THE SPECIAL MEETING <br />OF THE <br />BOARD OF COMMISSIONERS <br />1'OR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />MARCH 26.2004 <br />The special meeting of the Board of Commissioners for the County of Lee, State <br />of North Carolina, convened at 9:00 o'clock a.m. in the Commissioners' Room, Lee <br />County Government Center. 106 Hillcrest Drive. Sanford, North Carolina. <br />Commissioners present were W. Chad Adams. Herbert A. Hincks, Jerry M. Lemmond, <br />Bertha L. Matthews. Nathan E. Paschal, Robert T. Reives, and Amy L. Stevens. <br />Chairman Hincks presided and the following business was transacted: <br />J <br />County Attorney K. R. I-loyle delivered the invocation. <br />Chairman 1-lineks led the pledge of allegiance. <br />Chairman Hincks stated that since this was a special called meeting the Board <br />would only consider items for which the meeting was called and the first item of business <br />would be to consider and act upon a motion to request the Lee-l-larnctt Mental Health, <br />Developmental Disabilities and Substance Abuse Authority to engage with Sandhills <br />Mental Health Authority to proceed with merger negotiations and to appoint a current <br />Commissioner to assist with negotiations. <br />Commissioner Stevens asked permission to withdraw the motion she made at the <br />March 15, 2004, meeting regarding the Lee-Harnett Mental Health Authority. Mr. <br />Hincks stated if there were no objections, Commissioner Stevens request to withdraw the <br />motion would be withdrawn. With no objection from the Board, Commissioner Stevens <br />moved to authorize and direct the Lee-Harnett Mental Health. Developmental Disability <br />and Substance Abuse Area Authority to engage in good faith merger negotiations with <br />Sandhills Mental Health Authority and request that the Mental Health Authority adopt <br />and forward to the Lee County Board of Commissioners by April 2, 2004, (and the <br />Harnett County Board of Commissioners also if requested) a resolution stating its <br />willingness to comply with this directive and for the Board of Commissioners to hold an <br />election to appoint a Commissioner who will be an additional representative from the <br />Board to serve with the Lee County Manager to help facilitate negotiations as requested <br />by Chairman Gray in his letter dated March 11. 2004. <br />Commissioner Reives requested that a written copy of the motion be distributed to <br />Board members as a courtesy. The Clerk at this time made copies of the motion and <br />distributed to all Board members and members of the press. <br />
