A ~ ,1/9 Q Z7 + UJJ~ mLL 8•/ MINUTES 01, THE SPECIAL MEETING OF THE BOARD OF COMMISSIONERS 1'OR THE COUNTY OF LEE, STATE OF NORTH CAROLINA MARCH 26.2004 The special meeting of the Board of Commissioners for the County of Lee, State of North Carolina, convened at 9:00 o'clock a.m. in the Commissioners' Room, Lee County Government Center. 106 Hillcrest Drive. Sanford, North Carolina. Commissioners present were W. Chad Adams. Herbert A. Hincks, Jerry M. Lemmond, Bertha L. Matthews. Nathan E. Paschal, Robert T. Reives, and Amy L. Stevens. Chairman Hincks presided and the following business was transacted: J County Attorney K. R. I-loyle delivered the invocation. Chairman 1-lineks led the pledge of allegiance. Chairman Hincks stated that since this was a special called meeting the Board would only consider items for which the meeting was called and the first item of business would be to consider and act upon a motion to request the Lee-l-larnctt Mental Health, Developmental Disabilities and Substance Abuse Authority to engage with Sandhills Mental Health Authority to proceed with merger negotiations and to appoint a current Commissioner to assist with negotiations. Commissioner Stevens asked permission to withdraw the motion she made at the March 15, 2004, meeting regarding the Lee-Harnett Mental Health Authority. Mr. Hincks stated if there were no objections, Commissioner Stevens request to withdraw the motion would be withdrawn. With no objection from the Board, Commissioner Stevens moved to authorize and direct the Lee-Harnett Mental Health. Developmental Disability and Substance Abuse Area Authority to engage in good faith merger negotiations with Sandhills Mental Health Authority and request that the Mental Health Authority adopt and forward to the Lee County Board of Commissioners by April 2, 2004, (and the Harnett County Board of Commissioners also if requested) a resolution stating its willingness to comply with this directive and for the Board of Commissioners to hold an election to appoint a Commissioner who will be an additional representative from the Board to serve with the Lee County Manager to help facilitate negotiations as requested by Chairman Gray in his letter dated March 11. 2004. Commissioner Reives requested that a written copy of the motion be distributed to Board members as a courtesy. The Clerk at this time made copies of the motion and distributed to all Board members and members of the press.
