0 f of%' 19 N0808 <br />Commissioner Lemmond moved approval to approve the Planning and Inspection budget <br />settlements for FY 2002-2003 with the City of Sanford as presented. Upon a vote, the <br />results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered investment advisory services for COPS investments. Finance <br />Director Lisa Minter told the Board that she had received proposals from the following for <br />the investment of the proceeds from the Certificate of Participation (COPS): <br />• The Norman Group of Wachovia Securities <br />• Edward Jones <br />• Davenport & Company <br />She told the Board that Davenport & Company had the lowest cost at $8,000 and her <br />recommendation was to contract with them for this service. Commissioner Reives moved <br />to accept the recommendation of Mrs. Minter to contract with Davenport & Company for <br />investment advisory services for COPS investments. Upon a vote, the results were as <br />follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board discussed mental health matters. Commissioner Stevens moved that the <br />Lee County Board of Commissioners request that the Lee-Harnett Mental Health Authority <br />negotiate with the Sandhills Mental Health Authority to secure its consent for Lee County <br />to become a member of the Sandhills Regional Local Managing entity for the public mental <br />health, developmental disability and substance abuse services and to report the results to <br />this Board as soon as possible. She stated that Sandhills Mental Health currently includes <br />Moore, Richmond. Randolph, Montgomery, Hoke and Anson counties. Commissioner <br />Reives, Lee-Harnett Mental Health Director Claretta Johnson, Mental Health Board <br />member Bill Wilson, and former Lee-Harnett Mental Health Director Mansfield Elmore <br />spoke in opposition to Commissioner Stevens's motion. Commissioner Reives told the <br />Board that Lee-Harnett Mental Health will work toward merging with Cumberland County <br />for mental health services regardless of what the Lee County Board of Commissioners <br />want. After much discussion, Commissioner Paschal moved to table the matter. Upon a <br />vote of the tabled motion, the results were as follows: <br />Aye: Lemmond, Matthews, Paschal, and Reives <br />Nay: Adams, Hincks, and Stevens <br />6 <br />
