Mr. Hanes also presented another option that involved the Health Department <br />coming up with approximately $5,700 from their current budget to keep the program <br />going until the end of the fiscal year. He stated that this option would also allow his staff <br />to come up with an alternative plan for FY 2004-2005. Mr. Hanes told the Board that if <br />the mid-wife program were eliminated, the Health Department would lose $20,000 plus <br />per year through Medicaid reimbursements. After some discussion, Commissioner <br />Stevens moved that the Health Department be allowed to use funds from their current <br />budget to fund the program through the remainder of the fiscal year and explore options <br />for the midwife program for next year. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Matthews discussed with the Board concerns she had with a recent <br />memo received from the North Carolina Association of County Commissioners <br />concerning action taken by their board concerning an Impact Fee Ordinance adopted by <br />Durham County. The memo stated that the Durham County Board of Commissioners has <br />recently enacted an ordinance, which imposes impact fees on new residential <br />construction, in order to fund school capital expenses. The fee for single-family detached <br />homes is $2,000 per dwelling unit, and the fee for multi-family dwellings is $1,155 per <br />dwelling unit. Ray Roache, representing the local homebuilders association, expressed <br />concerns the homebuilders association has with this ordinance. Commissioner Adams <br />moved to send a letter to the County Commissioners Association stating Lee County's <br />disappointment of them advocating this issue. After some discussion, Commissioner <br />Adams withdrew his motion. No action was taken on the matter. <br />Todd Baker from the Office of Emergency Medical Services presented an EMS <br />System Certificate to local EMS staff members approving Lee County as a North <br />Carolina EMS System. The certificate will expire on January 31, 2010. Mr. Baker <br />commended local EMS staff on the excellent job they are doing for Sanford and Lee <br />County. <br />Health Director Mike Hanes distributed to the Board a copy of the "State of Lee <br />County Health Report" and answered questions from Board members concerning various <br />sections listed in the report. Mr. Hanes stated that this report would be used as a <br />reference guide only. <br />The Board considered meeting dates for the month of March 2004 since two of <br />the Commissioners, the County Manager and the County Attorney will be out of town at <br />the NACo Conference on March ]s`. After some discussion, the consensus of the Board <br />was to hold one meeting on March 15, 2004, at 3:00 p.m. <br />3 <br />
