collection percentage through January 5, 2016 was 89.60%. Comparted to our collection <br />percentage through January 5, 2017 of 93.85% we saw a 4.25% increase. The number of <br />delinquent bills over $50.00 reported for 2016 was 5,846 and for 2017 (1/25/2017) it was 4,808. A <br />reduction of 1,038 bills delinquent. Our outstanding taxes including prior years was reduced by <br />$929,948.20 when comparing January 7, 2016 to January 5, 2017. All of these comparisons <br />indicate the strategy was successful. No action was taken. <br />The Board also considered a tax lien advertisement for delinquent 2016 real property taxes. <br />Tax Administrator Mary Yow stated that North Carolina General Statute § 105-369 (a), requires <br />the tax collector to report to the governing board, unpaid real property taxes for the current fiscal <br />year. The governing board must order the tax collector to advertise the tax liens. The report is on <br />file with the Clerk to the Board, and will be advertised in the Sanford Herald no sooner than March <br />10, 2017. A listing of delinquent taxpayers has been uploaded to the Commissioner's website for <br />review. The total amount of unpaid real property taxes including interest on January 27, 2017 was <br />$2,305,743.99. Commissioner Sloan moved to direct the tax collector to advertise 2016 delinquent <br />real property taxes. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Finance Director Lisa Minter presented budget amendment # 02/06/17/09 for the Board's <br />consideration. Ms. Minter stated that the appropriated funds would affect multiple departments. <br />The first appropriation in the amount of $1,199.00 for the maternal section of the Health <br />Department is for additional funds awarded by the State to be used for medical/educational <br />supplies. The second appropriation in the amount of $4,690.00 is for the environmental section of <br />the Health Department received from the AFDO Grant. The third appropriation in the amount of <br />$10,000.00 in contributions is for the Sheriff's Department to supplement the purchase of body <br />cameras for officers. The fourth appropriation in the amount of $104,500.00 for the Department of <br />Social Services is for Medicaid DMA Transportation. When the budget was prepared, it was <br />anticipated that transportation providers would be direct billing through NC Tracks in early 2017. <br />Our entry into the new system has been delayed; therefore, we need to increase funds to cover the <br />transportation expenses for the remainder of the year. The fifth appropriation in the amount of <br />$4,248.00 for the Senior Services Department is from the 2017 SHIP Grant. The sixth <br />appropriation in the amount of $2,000.00 received from the State Drug Seizure funds to purchase <br />workout equipment, and $37,000.00 received from the Federal Treasury Drug Seizeure funds to <br />purchase a vehicle and to cover part of the body camera costs for the Sheriff's Department. <br />Commissioner Knecht moved to approve Budget Amendment #02/06/17/09, a copy of which is <br />attached to these minutes and by this reference made a part hereof. Upon a vote, the results were <br />as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />At the beginning of the meeting, the agenda was amended to add Item J to New Business. <br />Item J refers to a letter from Sanford Area Growth Alliance CEO Joy Thrash regarding the <br />Memorandum of Understanding (MOU) between the County of Lee, City of Sanford, Town of <br />Broadway, Lee County Economic Development Corporation, Sanford Area Chamber of Commerce <br />Page 516 <br />
