Commissioner Matthews moved to approve a matching grant <br />application to the NC Parks and Recreation Trust Fund (PARTF) for the Tramway Road <br />Park project, a copy of which is attached to these minutes and by this reference made a <br />part hereof. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemntond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered FCC-1240 and 1205 rate filings for Charter <br />Communications for 2004. County Attorney K. R. Hoyle told the Board that Action <br />Audits, LLC have reviewed Charter Communication's FCC filings, documents gathered <br />by the County and consulted related FCC rules, regulations and publications. Mr. <br />Hoyle's recommendation along with Action Audits, LLC is to hold a public hearing on <br />the new rate filings. After sonic discussion, Commissioner Matthews moved to hold a <br />public hearing on Charter Communications FCC-1240 and 1205 rate filings at the <br />February 16, 2004, meeting. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board took a five-minute recess at this time. Upon returning from recess, <br />with all members present, the meeting resumed. <br />Health Director Mike Hanes gave a power point presentation and answered <br />questions concerning a recent Mexico trip he and other health professionals from across <br />the state took to study Mexico's health care system. <br />Commissioner Stevens discussed with the Board an ad she and Commissioner <br />Matthews had designed to advertise for a new county manager. After some discussion, <br />the Board agreed where the ad would be posted and authorized Commissioner's <br />Matthews and Stevens to screen the applications and bring back to the Board criteria that <br />would be used in the screening process. <br />Commissioner Lenurnond discussed recent vandalism to eight county vehicles <br />located at the Government Center. After some discussion, the Board asked that county <br />vehicles be parked next to Carthage Street so there would be more visibility from the <br />street. The Board also asked County Manager William Cowan to check into a video <br />camera to be placed on the building to monitor the parking lot. <br />5 <br />
