rlll <br />Carolina Department of Transportation personnel, the COLTS System Safety Plan was audited <br />and has been updated with NC OSHA documents, Drug and Alcohol Policy and minimal <br />compliance corrections regarding the storage of Inspection Data Sheets. The document is within <br />the standards set forth by NCDOT and the Federal Transit Administration. This document includes <br />Driver and Employee Selection and Training, Safety Data Analysis, Drug, Alcohol Testing and <br />Abuse Program, Vehicle Maintenance and Security. This plan update must now be approved by <br />the Lee County Board of Commissioners annually with a signature page added to the document. <br />Commissioner Reives moved to approve the updates to the COLTS Safety Plan, a copy of which is <br />attached to these minutes and by this reference made a part hereof. Upon a vote, the results were <br />as follows: <br />Aye: Dalrymple Dodson, Knecht, Oldham, Reives, Sharpe <br />Nay: None <br />Absent: Sloan <br />The Chair ruled the motion had been adopted unanimously. <br />The Board next considered reclassification of the Library Senior Programming and <br />Outreach Specialist position to a Librarian II position. Human Resources Director Joyce McGehee <br />stated that the Library Senior Programming and Outreach Specialist is retiring on April 1, 2017. In <br />order to have another staff member with a Masters in Library Science degree, the Library Director <br />would like to reclassify the position of Library Senior Programming and Outreach Specialist to the <br />position of Librarian 11. As libraries have become more technology based, additional education and <br />librarian certifications are necessary to meet the demands of the Library patrons. Adding a <br />Librarian II position enhances the capabilities of the Lee County Library providing value added <br />service levels to the public. The position would change from a grade 64 to grade 66 and cost an <br />additional $674.00. Commissioner Reives moved to approve the reclassification of the Library <br />Senior Programming and Outreach Specialist position to a Librarian II position. Upon a vote, the <br />results were as follows: <br />Aye: Dalrymple Dodson, Knecht, Oldham, Reives, Sharpe <br />Nay: None <br />Absent: Sloan <br />The Chair ruled the motion had been adopted unanimously. <br />The Board next considered a Personnel Policy Change to the B-9 Gifts and Favors Policy. <br />Human Resources Director Joyce McGehee stated that the update is to include sections (a), (b), <br />and (c) from North Carolina General Statute § 133-32 referring to the qualifications for unlawful <br />acceptance of gifts or favors and the resulting penalty. The purpose of the change is to mirror the <br />current state statute in local policy. Commissioner Reives moved to approve the Personnel Policy <br />Change to the B-9 Gifts and Favors Policy. As a part of this budget amendment, funds in the amount of $17,544.00 in Internship <br />Page 518 <br />
