BOOK Zx_ Pace 655 Adh <br />(PSAP). The State Treasurer recognizes the County as the recipient of the 911 funds and the <br />responsible party for PSAP operations in Lee County. At the January 20, 2009 meeting of the <br />Board, an Interlocal Agreement for 911 services was presented and approved and forwarded to <br />the City of Sanford, asking they respond within 30 days. On January 28, 2009 the City forwarded <br />a letter to Chairman Hayes that upset some Board members with its tone and various statements <br />addressed. Mr. Crumpton stated the State is holding approximately $400,000 of 911 funds that <br />will not be released until a signed agreement between the City and County has been received. <br />The City Manager stated in his January 28`h letter that "the City of Sanford is not interested in <br />controlling dispatch for the Emergency Medical Services or rural fire departments. We are only <br />providing these dispatch services at the request of the County." County Attorney K. R. Hoyle <br />stated the County has complied with the General Statue and has filed all reports with the State. <br />Commissioner Shook stated that all stakeholders should have a voice in how 911 services are <br />served. Commissioner Dalrymple also agreed with Commissioner Shook's comments and stated <br />•'we are responsible for all citizens of the county". She further questioned why the City would not <br />give the County a counter-contract to work with. Commissioner Kelly stated if the City doesn't like <br />our contract they need to provide something for the County to review and consider. Mr. Kelly <br />further stated "we, as a group need to come up with something." Commissioner Reives stated the <br />City is protecting their own interest. He further stated elected members need to find out what the <br />State 911 Board wants/needs. Commissioner Shook asked Mr. Crumpton to provide a budget if <br />the County should decide to take over control of the PSAP. Chairman Hayes stated dialogue is <br />ongoing and feels a solution will be coming soon. Commissioner Reives asked for a list of <br />concerns from the County concerning the 911 matter. No action was taken on the matter. <br />Commissioner Dalrymple moved to go into closed session to consider a personnel matter <br />per N.C. Gen Stat 143-318.11(A) (6). Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously and the Board was in closed <br />session. Upon completing business in closed session, Chairman Hayes called the regular meeting <br />back to order. With no further business to come before the Board, Commissioner Dalrymple <br />moved to adjourn the meeting.
