manufacturer to the 2500 -acre mega site, additional manufacturers will have to locate to the area <br />to support the major manufacturer. These support facilities will need to locate within a 50 -mile <br />radius of the site. Lee County would be in an excellent position to attract several support facilities <br />to the County. The City of Sanford is already heavily involved in assisting Chatham and NAI <br />Carolantic in certifying the site by the State of North Carolina. The last piece to certification of the <br />site is sewer availability. The City has already spent close to $100,000 in developing a feasibility <br />study for sewer extension to the site and applying for a Golden Leaf grant, which they were <br />successful in obtaining a $4,000,000 grant for the extension. Estimated cost for the sewer line <br />could cost around a $1,000,000. The City's portion will be $500,000, which the City Council has <br />already committed to paying. In addition, the sewer design will consider an extension to the Airport. <br />This will further increase development opportunities at and near the Airport. The funds granted will <br />be used for hiring marketing consultants who specialize in the development of these major <br />manufacturing sites. Advertising of the site will occur around the world. The funds will be paid to <br />the Chatham County Economic Development Partnership. The Chatham EDC will be responsible <br />for working with the Developers to put a plan in place that will attract a major manufacturer to the <br />area. Harnett County has already committed to paying the$120,000 subject to a public hearing <br />which has not been scheduled at this time. Their plan is to give $60,000 in the current fiscal year <br />and $60,000 in the next fiscal year. Chatham County is expected to consider the proposal at one of <br />their upcoming meetings. Mr. Crumpton requested the Board's support in holding a public hearing <br />at the February 6t�' Board of Commissioners Meeting. Commissioner Oldham moved to schedule a <br />public hearing on February 6 to discuss the Moncure Megasite Manufacturing Plan. Upon a vote, <br />the results were as follows: <br />Aye: Dalrymple Dodson, Knecht, Oldham, Reives, Sloan, Sharpe <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />County Manager John Crumpton next presented a request from the City of Sanford <br />regarding a Community Park Site. He stated that the City is requesting approximately 8-10 acres of <br />property at the Kiwanis Family Park Site for the installation of a park feature such as a splash pad. <br />He said this site is preferred because it is a gateway into the City and is quickly accessible from US <br />1. He further stated that one of the things we had to make sure of is that there would be no <br />negative repercussions from the LWCF and PARTF money involved. We were able to get approval <br />from both organizations regarding a transfer of a portion of the property. The transfer will require a <br />deed restriction that the property will only be used for park purposes and should it ever not serve <br />this purpose, it shall revert back to the County. Mr. Crumpton stated the site engineer will have to <br />determine where specifically this park feature will have to go and how to work with the flood plain. <br />Planning Director Marshall Downey stated that the parking and any open recreation activities can <br />be in a flood area. Commissioner Reives moved to support the City in moving forward with the <br />project.
