General Statute §153A-52.1, Chair Dalrymple opened the floor for Public <br />Comments. The following signed up to speak and were allowed 3 minutes for comments. <br />1. Debbie Hall, 957 Cumnock Rd, Sanford, NC (Cumnock Traffic) <br />Commissioner Reives proposed to submit a request to the North Carolina Department of <br />Transportation to evaluate the situation in the area of Cumnock Road and to perform a traffic <br />study. <br />The Board considered a Resolution Providing for the Sale and Issuance of $23,000,000 in <br />General Obligation Community College Bonds. Finance Director Lisa Minter stated that on July 21, <br />2014, the Board of Commissioners approved orders authorizing Community College Bonds in the <br />following amounts: $9,000,000 for Health Science, $5,000,000 for Veterinary Technology, <br />$4,000,000 for Emergency Services, and $5,000,000 for the Civic Center. She further stated that <br />the orders were approved by the vote of a majority of the qualified voters who voted on the <br />referendum on November 4, 2016. The bonds are scheduled to be sold on February 7, 2017. <br />Before the sale, the Board needs to approve the Resolution Providing for the Sale and Issuance of <br />the $23,000,000 General Obligation Community College Bonds, Series 2017. Commissioner <br />Reives moved to approve the Resolution Providing for the Sale and Issuance of $23,000,000 in <br />General Obligation Community College Bonds, Series 2017, a copy of which is attached to these <br />Minutes and by this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple Dodson, Knecht, Oldham, Reives, Sloan, Sharpe <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Chair Dalrymple and Commissioner Dodson provided an Update from the Legislative Goals <br />Conference. Chair Dalrymple attended the leadership session while Commissioner Dodson <br />attended the budget session. 81 counties were represented at the Conference. Chair Dalrymple <br />stated that there was a lot of conversation about social media and leading along with legal and <br />procedural responsibilities. 133 legislative goals were submitted to committees for consideration, <br />while only a handful were presented and discussed at the Conference. The final list of goals that <br />were approved at the Conference will be taken to Washington DC for advocacy and discussion. <br />Chair Dalrymple presented an update from the Joint Interlocal Committee Meeting held on <br />January 9, 2017 with the City of Sanford. Several topics were discussed including the Colon Rd <br />water lines, the Northview Fire Department Annexation Agreement, the Land Use Plan, <br />realignment of Kelly Drive and the Community College. Updates regarding the Land Use Plan can <br />be found on the web at plansanlee.com. <br />County Manager John Crumpton presented a request to consider a grant of up to $120,000 <br />for the marketing of the Moncure Mega Site/Manufacturing Region. He stated that NAI Carolantic <br />has approached Chatham, Lee and Harnett counties asking for assistance in developing a <br />comprehensive marketing plan to advertise and market the Moncure Mega Site and the <br />Manufacturing region surrounding the site.
