007 <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />JOINT MEETING OF THE <br />INTERLOCAL SUB -COMMITTEE <br />FOR THE <br />COUNTY OF LEE, CITY OF SANFORD <br />AND <br />TOWN OF BROADWAY <br />JANUARY 9, 2017 <br />The Joint Interlocal Sub -Committee appointed to study Interlocal Agreements and other items of <br />interest between the County of Lee, City of Sanford, and Town of Broadway, met at 11:30 a.m. in the <br />West End Conference Room, Sanford Municipal Building, 225 E. Weatherspoon Street, Sanford, North <br />Carolina, on said date. Commissioner appointed members present were Amy M. Dalrymple and Larry <br />"Doc" Oldham. County staff in attendance included County Manager John Crumpton, County Attorney <br />Whitney Parrish, and Clerk to the Board Jennifer Gamble. <br />Mayor Chet Mann called the Joint Sub -Committee meeting to order and the following items were <br />discussed: <br />New Community Park Site — The second phase of the bond issuance for the City's $2 million parks <br />and recreation bond and $4 million greenway bond is postponed until 2018. The City hired Benesch <br />and Company to assist with a Parks and Recreation Trust Fund Grant Application and to prepare a <br />comprehensive master plan. Benesch has prepared recommendations based on the master plan. <br />The next stage in the process is to conduct a site specific plan. The City would like to evaluate the <br />possibility of using property at Kiwanis Family Park to install a splash pad. The amount of property <br />needed is estimated at approximately 8 acres. The County will look into the feasibility of this idea <br />and discuss it with the Board of Commissioners at the January 17, 2017 meeting. <br />Colon Road Waterlines — The County will advertise starting next week a Request for Qualifications <br />for engineering services for the design and construction of a water line on Colon Road. <br />Central Carolina Enterprise Park Development — Broadband is expected to be installed and <br />available by June 1, 2017. Water and sewer designs have been completed. The County has <br />approved a grant to the Sanford Area Growth Alliance for entryway development. <br />Northview Fire Department Annexation Agreement — Northview Fire Department has agreed to <br />enter a one-year agreement with the City of Sanford to provide fire service. Plans for a long-term <br />agreement are currently being discussed. <br />PARTF — NC Parks & Recreation Trust Fund Grant — Broadway — The Town of Broadway has <br />proposed partnering with the City for a Parks and Recreation Trust Fund Grant Application. The <br />Town would like to establish a park next to their town hall. County Manager John Crumpton stated <br />the County may be able to provide the Town of Broadway with some assistance for this effort. <br />Page 1 12 <br />
