Payne, Director <br />REQUEST: Approve value engineered contract with ELJ, Inc to install approximately <br />958 linear feet of sewer pipe to connect the new nature center building to the existing septic <br />system at San -Lee Park. <br />SUMMARY: Jeremy Thomas with J Thomas Engineering developed a plan and cost <br />estimate for the installation of a 4" sewer line from the new nature center to the existing septic <br />system located in the lower section of the park. The project was bid and 4 bids were received <br />with ELJ, Inc being the low bidder. ELJ, Inc's bid was 30% higher than the engineer's estimate <br />and Mr. Thomas, Ed Jones (ELJ), Russell Spivey, and I met to explore ways to value engineer <br />the project. Three items were removed from the scope of work and other items were reduced by <br />the bidder to lower the project cost. <br />BUDGET IMPACT: $41,240.00 from the Parks and Recreation Department's Capital Fund <br />ATTACHMENT(S): Attachments -Original Bid Tab for Project, Negotiated Unit Price Schedule <br />for Project, and Bid Award Recommendation from J.
