Airport and Moncure Megasite — Progress has been made with recent plans to extend water and <br />sewer lines to the 1,500 acre Moncure Megasite. The City has obtained a $4 million grant from <br />Golden LEAF to fund a portion of the project. The City is still in need of an estimated amount <br />between $8 and $12 million to fund the remainder of the project. The City plans to have discussions <br />with potential partners in Chatham County to seek assistance. The proposed plan includes 12 miles <br />of sewer line, three of which are located in Chatham County. Additional funding will be needed <br />before this project can move forward. The County has made four incentive offers to businesses <br />looking at locating to the airport area. The establishment of sewer will be further incentive for <br />businesses to locate to the area. The County has been approached for marketing funds for the <br />Moncure Manufacturing Region. (sewer to the airport) <br />Update on Land Use Plan — Planning Director Marshall Downey stated the Land Use Plan is <br />currently in phase three, which mainly includes staff working with the consultant to accomplish three <br />components 1) draft land use plan, 2) review and work on policy and compare to other <br />communities, and 3) looking at design standards and strategies for revitalization. Due to the recent <br />opportunities at the airport along with the proposed sewer project, there may be some need to <br />amend the original plan. Mayor Mann noted the importance of residential planning and has <br />proposed to the Sanford Area Growth Alliance the idea of putting together a residential task force to <br />look into what it will take to attract more people to the area. Their next step is to pass this <br />information along to the Joint Planning Commission. The goal is to have a completed Land Use <br />Plan by July 1, 2017. Information about this project can be found at plansanlee.com. <br />CCCC and Realignment of Kelly Drive —The final two projects for the Civic Center and the Health <br />Science Building will go for bid on Wednesday, January 11, 2017. The bonds will go for sale on <br />February 7, 2017. The estimated cost for realignment of Kelly Drive is between $2.7-$3.3 million. <br />Kendale — The City is in discussions with owners from Kendale Plaza. The owners of Kendale <br />Plaza are working on obtaining a Brownstone Grant. Market studies for both the Jonesboro and <br />Kendale areas have been completed. There are restaurants that have expressed interest in locating <br />near the Kendale area. The next step is to discuss and create a plan going forward. <br />Homeless Task Force — The City is creating a Homeless Task Force to address the issue of <br />homelessness in Sanford.
