The Board next conducted a public hearing to consider an economic development grant to <br />the Sanford Area Growth Alliance for product development. Sanford Area Growth Alliance (SAGA) <br />CEO Joy Thrash stated that the grant will partially fund engineering, grading, site preparation and <br />construction of monument signs for Central Carolina Enterprise Park. Also included in this project <br />is design, grading, site preparation and construction of the entrance and stub road into both <br />sections of Central Carolina Enterprise Park at the intersection of Colon Road and Clyde Ryne <br />Road. The signage will be owned and maintained by the Sanford Area Growth Alliance. The street <br />improvements will occur on property owned by the City of Sanford, the NC Department of <br />Transportation and Triassic Partners, LLC. The public purpose of this expenditure is to increase <br />the marketability of the 650 -acre state certified industrial site and create additional tax base and <br />jobs in Lee County. The grant amount being considered is $370,000. The source of the funds for <br />this grant are the County's general fund balance and specifically, funds that were acquired through <br />the sale of the County's Colon Road lift station to the City of Sanford. <br />Chair Dalrymple opened the public hearing that had been advertised for this date and time. <br />The following spoke in favor of the economic development request: <br />- Commissioner Sloan <br />- Commissioner Oldham <br />No one present spoke in opposition to the request. <br />Chair Dalrymple closed the public hearing. <br />Commissioner Sloan moved to waive the Board's policy on voting after a public hearing. <br />Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Oldham, Reives, Sloan, Sharpe <br />Nay: Knecht <br />The Chair ruled the motion had been adopted by a 6 to 1 vote. <br />Commissioner Sloan moved to approve the economic development request to the Sanford <br />Area Growth Alliance for product development in the amount of $370,000.00. Upon a vote, the <br />results were as follows: <br />Aye: Dalrymple, Dodson, Oldham, Reives, Sharpe, Sloan <br />Nay: Knecht <br />The Chair ruled the motion had been adopted by a 6 to 1 vote. <br />The Board conducted a public hearing to consider participation in the cost of an economic <br />development request for "Project Hummingbird". SAGA Economic Development Executive Director <br />Bob Joyce stated that all four projects he will present are located at the Raleigh Executive Airport. <br />He stated this project consists of operating a leased facility and purchasing equipment in the <br />amount of $71.75 million and the hiring of 104 new employees over the 5 -year life of the project <br />with an average wage of $70,481.00. The Board intends to consider investing up to $606,188 of <br />the cost of the project with revenues from the County's general fund balance. County Manager <br />John Crumpton stated that as a voting member of the Airport Authority, he voted for all four <br />projects being presented. <br />Page 416 <br />
