Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Finance Director Lisa Minter presented the Monthly Financial Report for November 2016. <br />No action was taken. <br />County Manager John Crumpton presented his Monthly Report for December 2016, a copy <br />of which is attached to these Minutes and by this reference made a part hereof. Mr. Crumpton <br />proposed the dates of January 26 and 27 for the Board Retreat for the Board's consideration. He <br />also reminded the Board that the meetings in January will take place on Tuesday due to the <br />holidays and will be at 6:00 P.M. No action was taken. <br />Under Commissioner Comments, Commissioner Reives asked Tax Administrator Mary Yow <br />a question regarding when vehicle taxes are determined. Mary Yow responded that you have 30 <br />days to appeal the vehicle value used for property taxes. She stated that a refund will be issued if <br />someone wins on appeal. She also stated the tax assessor is responsible for determining the value <br />of the vehicle. <br />Chair Dalrymple stated that a "draft" list of the board/committee appointments for 2017 have <br />been completed for the Board's review, a copy of which is attached to these Minutes and by this <br />reference made a part hereof. <br />At this time, Chair Dalrymple recessed the meeting until 6:00 P.M. <br />At 6:00 P.M. Chair Dalrymple called the meeting to Order. <br />The Board considered the second reading for the request to amend the Library Ordinance. <br />Following the reading, a public hearing was conducted to consider the amendment to the <br />Ordinance. County Attorney Whitney Parrish stated that at the November 7th meeting of the Board <br />of Commissioners, former Commissioner Frazier asked this item to be placed on the Agenda for <br />discussion. The Library Board of Directors wish to change Section 14-41 as it relates to the <br />appointment of the chief librarian. The Library Board does not feel they have the time or expertise <br />in dealing with Library personnel issues and wish this to fall under the direction of the County <br />Manager. The Ordinance has been changed after the Library Board met on November 30th. Since <br />this will be an amendment to the Ordinance, it will require two readings. The first reading occurred <br />at the November 21St meeting. <br />Chair Dalrymple opened the public hearing that had been advertised for this date and time. <br />The following spoke in favor of the Ordinance: <br />- Former Lee County Commissioner Ricky Frazier, 124 S. Plank Rd Sanford, NC <br />- Susan Benning, Lee County Library Director <br />No one present spoke in opposition of the Ordinance <br />Chair Dalrymple closed the public hearing. <br />County Manager John Crumpton stated the vote needed to wait until the next meeting. <br />Page 3 16 <br />
