Nay: None The Chair ruled the motion had been adopted unanimously. Finance Director Lisa Minter presented the Monthly Financial Report for November 2016. No action was taken. County Manager John Crumpton presented his Monthly Report for December 2016, a copy of which is attached to these Minutes and by this reference made a part hereof. Mr. Crumpton proposed the dates of January 26 and 27 for the Board Retreat for the Board's consideration. He also reminded the Board that the meetings in January will take place on Tuesday due to the holidays and will be at 6:00 P.M. No action was taken. Under Commissioner Comments, Commissioner Reives asked Tax Administrator Mary Yow a question regarding when vehicle taxes are determined. Mary Yow responded that you have 30 days to appeal the vehicle value used for property taxes. She stated that a refund will be issued if someone wins on appeal. She also stated the tax assessor is responsible for determining the value of the vehicle. Chair Dalrymple stated that a "draft" list of the board/committee appointments for 2017 have been completed for the Board's review, a copy of which is attached to these Minutes and by this reference made a part hereof. At this time, Chair Dalrymple recessed the meeting until 6:00 P.M. At 6:00 P.M. Chair Dalrymple called the meeting to Order. The Board considered the second reading for the request to amend the Library Ordinance. Following the reading, a public hearing was conducted to consider the amendment to the Ordinance. County Attorney Whitney Parrish stated that at the November 7th meeting of the Board of Commissioners, former Commissioner Frazier asked this item to be placed on the Agenda for discussion. The Library Board of Directors wish to change Section 14-41 as it relates to the appointment of the chief librarian. The Library Board does not feel they have the time or expertise in dealing with Library personnel issues and wish this to fall under the direction of the County Manager. The Ordinance has been changed after the Library Board met on November 30th. Since this will be an amendment to the Ordinance, it will require two readings. The first reading occurred at the November 21St meeting. Chair Dalrymple opened the public hearing that had been advertised for this date and time. The following spoke in favor of the Ordinance: - Former Lee County Commissioner Ricky Frazier, 124 S. Plank Rd Sanford, NC - Susan Benning, Lee County Library Director No one present spoke in opposition of the Ordinance Chair Dalrymple closed the public hearing.
