The Chair ruled the motion had been adopted unanimously.
Pursuant to General Statute § 152A-52.1, Chair Dalrymple opened the floor for Public
Comments. No one signed up to speak during the Public Comments section of the meeting.
At this time, Chair Dalrymple read and presented a resolution honoring retiring Director of
Elections, Nancy Kimble. Commissioner Oldham moved to approve said Resolution, a copy of
which is attached to these Minutes and by this reference made a part hereof. Upon a vote, the
results were as follows:
Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan
Nay: None
The Chair ruled the motion had been adopted unanimously.
Chair Dalrymple next read and presented a resolution honoring retiring Clerk to the Lee
County Board of Commissioners, Gaynell Lee. A gift was also presented by the Chair on behalf of
the Commissioners. Commissioner Reives moved to approve said Resolution, a copy of which is
attached to these Minutes and by this reference made a part hereof. Upon a vote, the results were
as follows:
Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan
Nay: None
The Chair ruled the motion had been adopted unanimously.
The Board considered a Resolution clarifying the Board of Commissioners' voting policy.
County Manager John Crumpton stated the Lee County Board of Commissioners had, in the past,
an understood policy of voting on matters requiring a public hearing at the Commissioner meeting
held after the public hearing. However, the Commissioners have essentially waived that policy on
most matters; therefore, adopting a resolution clarifying the voting policy to allow for a vote to occur
after a public hearing is asked to be adopted. After discussion, Commissioner Oldham moved to
approve the Resolution clarifying the voting policy as written, a copy of which is attached to these
minutes and by this reference made a part hereof. Upon a vote, the results were as follows:
Aye: Oldham, Sharpe, Sloan
Nay: Dalrymple, Dodson, Knecht, Reives
The Chair ruled the motion had been denied by a 3 to 4 vote.
The Board next considered a request to approve Dr. Richard Gugelmann to assist the
Health Department as a volunteer pediatrician to provide child health services to the clinics. Health
Director Heath Cain stated Dr. Gugelmann contacted his office expressing an interest in
volunteering his services as a Pediatrician in our child health clinics. He further stated Dr.
Gugelmann has worked with the Lee County Health Department previously and has experience
and expertise that will further enhance services being provided through our clinic. Commissioner
Knecht moved to approve the request to allow Dr. Gugelmann to volunteer his services as a
pediatrician in the child health clinics. Upon a vote, the results were as follows:
Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan
Page 216
