The Board next considered a recommendation from the Planning Board for a Major <br />Subdivision Preliminary Plat. Zoning Administrator Amy McNeill stated the Preliminary Plat for a <br />19 -lot major subdivision on 20 +/- acres off of Farrell Road is to be served by public water, private <br />septic systems and a new public street. The subject property is depicted on Lee Couty Tax Maps <br />9667.03 and 9666.01, as Tax Parcels 9666-29-4791-00 (14.92 acres zoned RA) and 9666-28- <br />5876-00 (5.78 acres zoned RR), from the Lee County Land Records. Ms. McNeill recommended <br />the approval of the Preliminary Plat as presented with exceptions granted for the cul-de-sac length <br />and the lot -to -width depth ratio as allowed by the UDO. Commissioner Knecht moved to approve <br />the Preliminary Plat as presented. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />The Board next considered a Memorandum of Agreement between the Lee County Library <br />and the Lee County Board of Education. Lee County Library Director Susan Benning stated that <br />the collaboration between the Lee County Library and the Lee County Board of Education would <br />allow student ID numbers to be used as Lee County library cards. This will allow students to have <br />free access 24/7 to all of the library's digital research resources available on NC LIVE valued at <br />21.4 million dollars and e -books on E -Inc. including the new $200,000 NC Digital Library funded by <br />the North Carolina General Assembly. She stated that students would also be able to use their <br />school IDs to check out 10 physical books in the library. This is a cost savings because if the library <br />issued traditional library card to these 11,200 students, the cost would be approximately $3,920.00. <br />Ms. Benning also stated that the Lee County Library would pay for the black and white printing cost <br />of the two-sided letters to parents of students estimated to be approximately $375.00 if printed by a <br />print shop. The proposed Memorandum of Agreement has been signed by the Lee County School <br />Board and the Superintendent. Commissioner Oldham moved to approve the Memorandum of <br />Agreement as presented, a copy of which is attached to these minutes and by this reference made <br />a part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Finance Director Lisa Minter presented budget amendment # 01/03/17/08 for the Board's <br />consideration. Ms. Minter stated that the appropriated funds will affect multiple departments. The <br />first appropriation is for funds approved on the December 19, 2016 Board of Commissioners <br />Meeting for signage at the entrance to the Central Carolina Enterprise Park. The second <br />appropriation is for the Health Department for communicable diseases in the amount of $3,000.00 <br />in additional funding from DEHNR to be used for medical/educational supplies. The third <br />appropriation is for the Health Department for family planning in the amount of $3,500.00 in <br />additional funding from DEHNR to be used for non-prescription drugs. The fourth appropriation is <br />for EBOLA/Zika in the amount of $1,100.00 in additional funding from DEHNR to be used for travel <br />and equipment purchases. The fifth appropriation is for the Health Department in the amount of <br />$4,280.00 received from NACCHO Grant funding for environmental health expenses. <br />Commissioner Oldham moved to approve Budget Amendment #01/03/17/08, a copy of which is <br />attached to these minutes and by this reference made a part hereof.
