Pursuant to General Statute § 152A-52.1, Chair Dalrymple opened the floor for Public <br />Comments. No one signed up to speak during the Public Comments section of the meeting. <br />The Board next considered an amendment to the Library Ordinance. County Attorney <br />Whitney Parrish stated that at the November 7th meeting of the Board of Commissioners, former <br />Commissioner Frazier asked this item be placed on the Agenda for discussion. The Library Board <br />of Directors expressed a wish to change Sec. 14-41 as it related to the appointment of the chief <br />librarian. The Library Board does not feel they have the time or expertise in dealing with Library <br />personnel issues and wish this to fall under the direction of the County Manager. The Ordinance <br />has been changed after the Library Board met on November 30th. She further stated that since this <br />will be an amendment to the Ordinance it required two readings, the first one was held at the <br />November 21s' meeting. The second reading and public hearing took place on the December 19, <br />2016 Board of Commissioners Meeting. No one spoke in opposition of the amendment to the <br />Ordinance at the public hearing. Commissioner Knecht moved to approve the amendment to the <br />Library Ordinance, a copy of which is attached to these Minutes and by this reference made a part <br />hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple Dodson, Knecht, Oldham, Reives, Sloan, Sharpe <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />The Board considered approving a contract for an economic development grant with the <br />Sanford Area Growth Alliance for sign and road improvements at Central Carolina Enterprise Park. <br />County Attorney Whitney Parrish stated that at the December 19, 2016 regular meeting of the <br />Board of Commissioners, a public hearing was held after being duly advertised. The proposed <br />contract is an economic development grant to SAGA for the approval of $370,000.00 for the <br />construction of monument signs for Central Carolina Enterprise Park and for road improvements at <br />the intersection of Colon Road and Clyde Rhyne Road. The source of the funds is from the <br />County's General Fund, specifically funds that were acquired through the sale of the County's <br />Colon Road lift station. Mrs. Parrish further stated that the purpose of the signs and road <br />improvements is to help market the state certified industrial site. Following the public hearing on <br />December 19th, the Board voted to approve the grant. The proposed contract specifies the details <br />of the agreement. Economic Development Director Bob Joyce stated that we (the Sanford Area <br />Growth Alliance) did not reach outside of the boarders of Lee County because we wanted to keep <br />this project local. He further stated that he had reached out to five local contractors: Simpson <br />Construction, M & R Associates, WSI Industries, American South Construction, and Carolina <br />Commercial Contractors. One contractor, American South Construction, did not respond after <br />repeated messages. Two contractors, WSI Industries and M&R Associates, responded and stated <br />they would not bid. Mr. Joyce said he met Carolina Commercial Contractors and following several <br />discussions, the company chose not to bid. At the final bid deadline, only Simpson Construction <br />submitted a bid. After discussion, Commissioner Oldham moved to approve the contract with <br />SAGA as presented, a copy of which is attached to these minutes and by this reference made a <br />part hereof.
