The Chair ruled the motion had been adopted unanimously. <br />Pursuant to N.C. General Statute §153A-52.1, Chair Dalrymple opened the floor for Public <br />Comments. The following signed up to speak and were allowed 3 minutes for comments: <br />• Mr. David Holland, 979 Farrell Road, Sanford (Colon Road water issue) <br />• Ms. Terica Luxton, 3616 Lee Avenue, Sanford (Public commenting) <br />Commissioner Knecht joined the meeting during Mr. Holland's comments at 4:04 p.m. <br />At this time Chair Dalrymple read and presented a Resolution of Appreciation to outgoing <br />Commissioner Kirk D. Smith. Commissioner Sloan moved to approve said Resolution, a copy of which <br />is attached to these Minutes and by this reference made a part hereof. Upon a vote, the results were <br />as follows: <br />Aye: Dalrymple, Knecht, Oldham, Sloan, and Smith <br />Nay: None <br />Absent: Frazier and Reives <br />The Chair ruled the motion had been adopted unanimously. <br />The Board considered a request from Ryder Truck Rental for abatement of late list penalty. Tax <br />Administrator Mary Yow stated Ryder Truck Rental failed to timely file their 2016 Business Personal <br />Property listing for which they were granted an extension to file until March 15, 2016. Because a listing <br />was not filed, an assessment notice was mailed on April 21, 2016. Ryder did not respond within the 30 - <br />day period to the notice. On July 5, 2016 the Tax Office received their 2016notice of assessment. <br />After processing their return, it was determined the assessment made in April was too low and <br />therefore an additional discovery notice was processed. Ryder is requesting waiver of penalty, stating <br />their returns were delayed due to unforeseen circumstances, being short staffed and problems with the <br />IT reporting system. It is also noted they filed late in multiple counties in North Carolina. The total <br />owed to the County is $5,523.56 and $4,168.73 to the City of Sanford. After discussion, Commissioner <br />Smith moved to deny Ryder Truck Rental's request for abatement of late list penalty and authorized the <br />Tax Office to collect overdue taxes. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Knecht, Oldham, Sloan, and Smith <br />Nay: None <br />Absent: Frazier and Reives <br />The Chair ruled the motion had been adopted unanimously. <br />The Board considered the purchase of two vans for COLTS. Senior Services Director Debbie <br />Davidson asked the Board to approve the capital purchases in the amount of $106,802.00 to purchase <br />two 20' lift equipped light transit vehicles, with a 10% required local match. Ms. Davidson stated the <br />County of Lee Transit System applied to the NC Department of Transportation and received approval to <br />purchase the two replacement lift vans. The FY 2017 grant application was approved by the Board of <br />Commissioners on October 19,2 015 and funding is included in the current budget. Commissioner <br />Oldham moved to approve the capital purchases for the two lift vans referenced above. Upon a vote, <br />the results were as follows: <br />OA <br />
