The Board next conducted a public hearing to consider participation in the cost of an economic <br />development request for "Project Seal. Economic Development Director Bob Joyce stated "Project <br />Seal' consisted of the purchase of machinery and building renovation in the amount of $1,750,000 and <br />the hiring of 18 new employees over the 24 -month life of the project. If approved, the Board will <br />consider investing up to $7,500 as a match for a $75,000 Building Reuse Grant from the NC <br />Department of Commerce. <br />Chair Dalrymple opened the public hearing that had been advertised for this date and time. <br />The following spoke in favor of the economic development request: <br />• Susan Benning, Director of the Lee County Library <br />The following spoke in opposition to the request: <br />• Keith Clark, 212 Acorn Drive, Sanford, NC <br />Chair Dalrymple closed the public hearing. <br />Commissioner Sloan moved for the Board to waive their policy to not vote on public hearing <br />matters until the next meeting of the Board and vote on the matter at this meeting. Upon a vote, the <br />results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan and Smith <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Commissioner Oldham moved to approve the economic development request for "Project <br />Driveline" as presented. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Oldham, Reives, and Sloan <br />Nay: Knecht and Smith <br />The Chair ruled the motion had been adopted by a 5 to 2 vote. <br />Commissioner Sloan moved to approve the economic development request for "Project Seal' as <br />presented. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, and Sloan <br />Nay: Smith <br />The Chair ruled the motion had been adopted by a 6 to 1 vote. <br />The Board next considered the appointment of Ms. Jennifer Gamble as Clerk to the Board of <br />County Commissioners due to the upcoming retirement of the current Clerk Gaynell Lee. Commissioner <br />Smith moved to approve the appointment of Ms. Jennifer Gamble as Clerk to the Board of <br />Commissioners, effective November 29, 2016. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />2 <br />
