LIBRARY <br />ARTICLE 1. IN GENERAL <br />Sec. 14-1. Operation of county library system <br />according to state law provisions. <br />The operation of the county library system shall <br />be pursuant to G.S. 153A-261 et seq. <br />(Ord. of 3-17-80, § 1) <br />Sec. 14-2. Development and operation of county <br />system; powers vested in board of <br />trustees. <br />Such powers as are now provided by statutes of <br />the state or by ordinance and/or resolution of the <br />board of commissioners, relating to the development <br />and operation of library systems are hereby vested <br />in the board of trustees of the county library system, <br />to be exercised by it subject to all restrictions con- <br />tained in such statutes, ordinances or resolutions. <br />(Ord. of 3-17-80, § 11) <br />State law reference—Library board of trustees, <br />G.S. 153A-265. <br />Sec. 14-3. Disbursement and deposit of funds. <br />Funds appropriated by the board of commission- <br />ers and budgeted to the county library system shall <br />be disbursed by the finance officer upon purchase <br />orders issued by the board of trustees of the county <br />library system and within the budget appropriations <br />made. Funds received by the library system from <br />sources other than budget appropriations shall be <br />deposited by the finance officer to the credit and for <br />the use of the library system and disbursed as bud- <br />get funds are disbursed, except that funds received <br />by gift, bequest or otherwise shall be disbursed in <br />accordance with the terms of such gift or bequest. <br />(Ord. of 3-17-80, § 8) <br />State law reference—Financing library systems, <br />G.S. 153A-268. <br />Sec. 14-4. Fiscal year of library system. <br />The fiscal year of the library system shall conform <br />to that of the board of commissioners. <br />(Ord. of 3-17-80, § 10) <br />Secs. 14-5-14-35. Reserved. <br />038 <br />§ 14-39 <br />ARTICLE II. BOARD OF TRUSTEES* <br />Sec. 14-36. Creation. <br />There is hereby created a board to be known as <br />the board of trustees of the county library system. <br />(Ord. of 3-17-80, § 2) <br />Sec. 14-37. Appointment; composition; terms; <br />vacancies; compensation. <br />The board of trustees shall be appointed by the <br />board of commissioners and shall consist of nine <br />members. The initial board of trustees shall consist <br />of three members for terms to expire on June 30, <br />1981; three members for terms to expire on June 30, <br />1982; and three members for terms to expire on June <br />30, 1983. Upon the expiration of the original terms, <br />each succeeding term shall be for three years and <br />until such appointees' successors are appointed and <br />qualify for office. Vacancies in the board of trustees <br />shall be filled for the unexpired term by appointment <br />of the board of commissioners. The members shall <br />serve without compensation. <br />(Ord. of 3-17-80, § 3) <br />Sec. 14-38. Officers; rules, meetings. <br />The board of trustees of the county library system <br />shall appoint from its membership a chair and such <br />other officers as it may deem necessary for the <br />orderly procedure of its business, and may adopt <br />bylaws, rules and regulations governing its proce- <br />dure not inconsistent with the provisions of county <br />ordinances and state laws. The board of trustees <br />shall, from time to time, make rules and regulations <br />governing the operation and conduct of the library <br />facilities operated by the board of trustees. The <br />board of trustees shall hold regular meetings at such <br />times and places as it may designate. <br />(Ord. of 3-17-80, § 4) <br />Sec. 14-39.
