d0i4-�` .. <br />BK -00026 PG -1067 <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />RESOLUTION <br />TO LIFT THE RESTRICTION ON LAW-ABIDING CONCEALED HANDGUN PERMIT <br />HOLDERS ON FEDERAL MILITARY FACILITIES AND FEDERAL OFFICES <br />WHEREAS, on June 20, 1994, at Fairchild Air Force Base in Spokane Washington an armed shooter <br />Dean Mellberg, killed five (5) unarmed men, women, and children in addition wounding twenty two (22); <br />on a military base that restricted firearms; and, <br />WHEREAS, on October 27, 1995, at Fort Bragg, North Carolina an armed shooter William J. Kreutzer, <br />Jr., ambushed an unarmed Army Officer and wounding eighteen (18) other soldiers; on a military base <br />that restricted firearms; and, <br />WHEREAS, on November 5, 2009, at Fort Hood, Texas an armed shooter Army Major Nidal Malik <br />Hasan, while yelling "ALLAH AKBAR" fatally murdered thirteen (13) unarmed soldiers and injured thirty <br />two (32) others; on a military base that restricted firearms; and, <br />WHEREAS, on September 16, 2013, at the Washington Navy Yard in the District of Columbia an <br />armed shooter, Aaron Alexis, murdered twelve (12) unarmed people and injured three (3) others; on a <br />military base that restricted firearms; and, <br />WHEREAS, on April 2, 2014, at Fort Hood, Texas, an armed shooter, Ivan Lopez, murdered three (3) <br />unarmed soldiers and wounded sixteen (16) others; on a military base that restricted firearms; and, <br />WHEREAS, Title 18 U.S.C. § 930 prohibits the law-abiding Concealed Handgun Permit holders to carry <br />on or in Federal Facilities; and, <br />WHEREAS, the Federal Government is unable and in many instances incapable of protecting unarmed <br />citizens on said Federal Facilities; and, <br />WHEREAS, the law-abiding Concealed Handgun Permit holders, add another layer of protection to <br />those unarmed citizens on said Federal Facilities that, to this day offer no immediate protection. <br />NOW THEREFORE, BE IT RESOLVED that the Lee County Board of Commissioners recognizes the <br />benefit of law-abiding Concealed Handgun Permit holders are able to cavy throughout the Great North <br />State and all other states that have Concealed Handgun Permit reciprocity with North Carolina. <br />BE IT FURTHER RESOLVED that the Lee County Board of Commissioners petition and call upon <br />North Carolina's Congressional Delegation, its Governor and its General Assembly to take all lawful <br />steps necessary to remove the restrictions on Law -Abiding Concealed Handgun Permit holders on <br />Federal Property (with exception of Federal Courts and Prisons) within North Carolina and throughout <br />these United States. <br />Adopted this 20th day of October 2014. <br />
