The Board considered appointments to the Local Firemen's Relief Fund Board. Emergency <br />Services Director Shane Seagroves stated the Firefighter Relief Fund Board of Trustees report is the <br />annual report that lists each local fire department's Board of Trustees who serve on the local firefighter <br />Relief Fund Board. This is a mandatory report that must be submitted once a year in order for the local <br />fire departments to receive Firefighter Relief Funds from the Department of Insurance — Office of State <br />Fire Marshal. Each department is made up of a local member and 2 members appointed by the Board <br />of Commissioners. Each fire department will forward annual funds that are not appropriated to the <br />North Carolina State Firemen's Association. Two (2) appointments need to be made to serve on all the <br />volunteer fire department boards and one (1) to serve on the Cape Fear Fire Department Board. In <br />September 2015 Commissioner Kirk Smith and Donald Andrews were appointed to serve on the Fire <br />Department Relief Fund Board and Commissioner Amy Dalrymple was appointed to serve on the Cape <br />Fear Department Board along with Commissioner Smith. After discussion, Commissioner Frazier <br />moved to appoint Commissioner Robert Reives and Donald Andrews to serve on the Fire Department <br />Relief Fund Board and Commissioner Tim Sloan to serve on the Cape Fear Department Board with <br />Commissioner Reives. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />The Board considered a request to apply for National Association of County and City Health <br />(NACCHO) Officials Grant funding. Health Director Heath Cain asked the Board to allow <br />Environmental Health to apply for additional grant funding through a five-year cooperative agreement <br />between NACCHO and the Food and Drug Administration (FDA) to aid in the completion of policy <br />development projects to enhance conformance with the Voluntary National Retail Food Regulatory <br />Program Standards. Mr. Cain further stated Lee County Environmental Health is undertaking a five- <br />year FDA training development program to develop and integrate the 9 FDA standards of the Voluntary <br />National Retail Food Regulatory Program Standards into their policies and procedures. Commissioner <br />Oldham moved to approve the request to apply for National Association of County and City Health <br />Officials Grant funding as presented. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />The Board considered approval to write off Health Department FY 2014-15 bad debts. Health <br />Director Heath Cain asked the Board to approve the bad debts write-off for three health department <br />programs in FY 2014-15. The programs affected are as follows: <br />1. Child Health $ 365.00 <br />2. Maternal Health $1,646.76 <br />3. Family Planning $6,949.80 <br />TOTAL $8,961.56 <br />Mr. Cain stated this is a State requirement and every effort is made to collect revenues owed and write- <br />off those debts if they become uncollectible.
