2. A NCDOT driveway permit is required for connection to a State maintained <br />public road. <br />3. The Preliminary Plat shall be valid for two (2) years if approved by the Board <br />of Commissioners. <br />4. All public utilities and street improvements must be installed or a financial <br />guarantee posted prior to recording the final plat. All financial guarantees <br />must be accepted by the Board of Commissioners. <br />5. The proposed street names of Mill Run Lane and Ore Run Lane have been <br />reserved by the GIS/Strategic Services Department for use in this development. <br />6. A soil evaluation shall be submitted by a licensed soil scientist that details the <br />suitability of soils for waste disposal systems on each lot prior to final plat approval. <br />Commissioner Oldham moved to approve the recommendation of the Planning Board for the above <br />referenced 19 -lot major subdivision. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />Absent: Knecht <br />The Chair ruled the motion had been adopted unanimously. Commissioner Knecht arrived at <br />5:13 p.m., after the above vote was taken. <br />Community Development Director Marshall Downey recognized Zoning Administrator Althea <br />Thompson who will be retiring November 1, 2016. The Board thanked her for her service to Lee <br />County and wished her well in her upcoming retirement. <br />The Board considered a request from the Register of Deeds for an early cut-off recording time <br />for legal documents. Register of Deeds Pam Britt asked the Board to approve an "early cut-off' time for <br />the recording of legal documents in her office for 4:30 p.m. Currently there is no cut-off time and <br />attorneys, and/or legal assistants come to their office at 4:55 p.m. with 3 or 4 documents that need to <br />be recorded. Staff is unable to get the documents recorded by the 5 p.m. State mandated cut-off time, <br />balance cash drawers accurately and clock out by 5:07 p.m. Ms. Britt stated that one Deed of Trust <br />might be in excess of thirty (30) pages. On October 1, 2016, the number of pages increased per State <br />mandate. In some documents, pages are not always pre -numbered. For accuracy staff count and <br />double count the number of pages to determine if the funds are correct. At time some legal persons <br />also require a copy of all documents that were recorded which adds additional time for staff. A survey <br />was completed statewide, with sixty-five (65) counties responding; twenty-six (26) have early recording <br />cut-off times. Many have had cut-off times in excess of 10 years or longer. If approved, a notice will be <br />posted at the Register of Deeds office and on their website notifying the public and attorneys that the <br />early cut-off time will go into effect January 1, 2017, After discussion, Commissioner Smith moved to <br />approve a Resolution Authorizing the Lee County Register of Deeds to Set Hours for Recording Legal <br />Documents, a copy of which is attached to these Minutes and by this reference made a part hereof. <br />Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />
