The Chair ruled the motion had been adopted unanimously. <br />Pursuant to N.C. General Statute §153A-52.1, Chair Dalrymple opened the floor for Public <br />Comments. The following signed up to speak and were allowed 3 minutes for comments: <br />1. Steve Malloy 2615 Bellaire, Sanford (welcometoleecounty.com) <br />The Board considered recommendations from the Lee County Planning Board for text <br />amendments to the Unified Development Ordinance (UDO) that were presented during a joint public <br />hearing held on September 19th by the Board of Commissioners. Marshall Downey, Director of the <br />Sanford/Lee County Planning and Development presented the recommendation from the Planning <br />Board to approve the text amendments for "Wine Shops" to amend Article 4, Table 4.6-1 and Article 5, <br />Supplemental Development Regulations. After discussion, Commissioner Reives moved to approve <br />the Amendment to the Unified Development Ordinance for Wine Shops, a copy of which is attached to <br />these Minutes and by this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />Absent: Knecht <br />The Chair ruled the motion had been adopted unanimously. <br />The second text amendment presented for approval by the Board was for Sign Regulations and <br />Outdoor Advertising (Billboard) Signs for Standards for the City of Sanford and Town of Broadway. Mr. <br />Downey presented the recommendation from the Planning Board to approve text amendments as <br />presented, by adding new Subsections and standards to allow nonconforming off -premises outdoor <br />advertising (billboard) signs that existed as of July 1, 2016 within the City of Sanford to be modernized <br />which may include replacement of the billboard sign with a new electronic/digital billboard sign, <br />provided the modernization meet the Outdoor Advertising Control Act, and provided the sign is located <br />in the same physical location of the pre-existing nonconforming sign. NOTE: Section 11.9.2 Standards <br />for Lee County shall remain in effect as written. Also, in conjunction with this amendment, Article 12, <br />Section 12.5.1 Expansion of Nonconforming Structures, shall be amended to add a new Subsection <br />12.5.1.3 EXCEPTION FOR MODERNIZATION OF BILLBOARDS IN THE CITY OF SANFORD in <br />accordance with Section 11.9. Commissioner Reives moved to approve the Amendment to the Unified <br />Development Ordinance for Billboard Signs, a copy of which is attached to these Minutes and by this <br />reference made a part hereof. Zoning Administrator Althea Thompson presented the request for Copper <br />Ridge East Subdivision with the following conditions and requirements if approved: <br />1. NC Department of Environmental Quality approval will be required if the <br />developer disturbs an acre or greater. A copy of the approved <br />Sedimentation and Erosion Control Plan must be on file in the Planning <br />Department prior to final plat approval. <br />2 <br />
