BK -00028 PG:0429 <br />The Chair ruled the motion had failed with a 5 to 2 vote. <br />Upon a vote of Commissioner Reives motion to table the matter, the results were as follows: <br />Aye: Dalrymple, Frazier, Oldham, Reives, and Sloan <br />Nay: Knecht and Smith <br />The Chair ruled the motion had been adopted by a 5 to 2 vote. <br />In November 2014 the Board of Commissioners approved a Resolution to place this motto in the <br />Commissioners' Chambers with the understanding that then Commissioner's Charles Parks and Jim <br />Womack would pay for the signage. To date, signage has not been installed. Commissioner Smith <br />made a motion to allow the US Motto Action Committee to place signage in the Commissioners <br />Chambers based on the 2014 Resolution. Upon a vote, the results were as follows: <br />Aye: Smith and Sloan <br />Nay: Dalrymple, Frazier, Knecht, Oldham, and Reives <br />The Chair ruled the motion had failed with a 5 to 2 vote. <br />The Board considered a contract with the North Carolina Alliance of Public Health Agencies. <br />Health Director Heath Cain asked the Board to approve said contract that would allow the North <br />Carolina Alliance of Public Health Agencies (NCAPHA) to provide a Health Education Specialist in their <br />department for one year. This position will serve as the Infant Mortality Reduction Coordinator which <br />will facilitate education classes at the health department with mothers to be and new mothers by <br />working with the Maternal Health and WIC clients. The position will attend health fairs and community <br />events to bring awareness of baby safe sleep practices and also educate women in an approved venue <br />on contraception methods available and where to acquire them. If approved, $39,836 in State funds <br />will be received, with no county match. Commissioner Sloan moved to approve the North Carolina <br />Alliance of Public Health Agencies, Inc. Contract as presented, a copy of which is attached to these <br />Minutes and by this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />The Board discussed the installation of a caution light at the intersection of Hwy. 42 West and <br />Plank Road that had been added to the Agenda at the beginning of the meeting. Commissioner Frazier <br />discussed a wreck that happened at the intersection this morning (September 19th) resulting in the <br />death of an individual. He expressed concern about the dangerous intersection and a need for flashing <br />lights indicating the upcoming intersection. After discussion, Commissioner Frazier moved for staff to <br />send a letter to the North Carolina Department of Transportation asking for a traffic study of this <br />intersection. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />5 <br />
