BK -00028 PG- 044O <br />September 19, 2016 <br />Willing Hands, Inc. <br />107 Gordon Street <br />Sanford, NC 27330 <br />Re: Letter of Agreement and Understanding with the Lee County Board of Commissioners <br />Federal ID #01-0788051 <br />To the Board of Directors for Willing Hands, Inc. <br />The Lee County Board of Commissioners want to thank Willing Hands, Inc. for agreeing to administer a <br />grant program for water filters in the Colon/Osgood area of Lee County. The Commissioners voted on <br />(insert date of vote) to grant all funds donated to the County for use to provide bottled water for the <br />citizens in the Colon Road to a non-profit agency who can address improvement water quality with <br />these citizens. By agreeing to this letter of agreement and understanding, the County will turn the funds <br />raised over to Willing Hands, Inc. for implementation of a water quality improvement program. <br />The Commissioners desire is for the non-profit to purchase water filter systems for use at the 22 homes <br />in this area that tested with elevated levels of vanadium and hexavalent chromium. 5 homes in the area <br />were used as testing locations and filters have already been installed there by EnvironmentaLEE. Testing <br />at the 5 homes, which had tested the highest from vanadium and hexavalent chromium in the County's <br />recent testing program, showed the filters installed improved water quality. The Commissioners are <br />seeking to offer the 17 remaining homes the option to have water filters installed in their homes using <br />the $5,900 remaining from the donations that the County received. The County's Environmental Health <br />Department is already surveying the owners to make sure all these citizens want a filter system. Once <br />that survey is completed, we will forward those results to you. <br />It is understood that the $5,900 the County will grant to Willing Hands, Inc. will be used to purchase the <br />filters, conduct testing if needed, cover any expenses associated with the testing and installation of the <br />filter systems, and provide bottled water to residents who want to continue to use bottled water on a <br />daily basis. Once these funds are expended, the grant program will end. <br />As with all donations and grants, the County may request an accounting of all funds expended. This <br />accounting may be requested by our Auditors. Since the funds were donated to the County for the <br />specific purpose of helping the Colon/Osgood citizens who were given letters to not drink or use the <br />water, the funds granted to Willing Hands, Inc. need to be used for the same purpose. We have <br />received permission from the donors to transfer these funds to your organization for this purpose. By <br />signing the letter of agreement below, Willing Hands, Inc. agreeing to the terms set forth above by the <br />Commissioners. <br />
