033 <br />Lee County Board of Commissioners <br />Consideration of a Preliminary Plat of <br />Copper Ridge East Subdivision <br />October 3, 2016 <br />Introduction: <br />The developer, Van Groce Sr., is seeking preliminary plat approval for a new residential single- <br />family subdivision to be located off Farrell Road, SR 1423. <br />Owner: Copper Ridge Development, LLC <br />Developer: Van Groce Sr. <br />Project Engineer: Jeremy Thomas Engineering, Inc. <br />Soil Scientist: Agri -Waste Technology Inc. <br />Township: <br />Deep River <br />Tax Parcel: <br />9666-46-6142 <br />Tax Map: <br />9666.01 <br />Zoning: Residential Agricultural (RA) <br />Total Site Acreage: 21.8± <br />Total Lots: 19 <br />Minimum Lot Size: 40,000sf Smallest Lot Size: 40.000sf Largest Lot Size: 67,960sf <br />Streets: Public streets (NCDOT) <br />Staff Comments: In August this year, Copper Ridge Development, LLC purchased a 26± acre <br />portion of a 39 -acre tract of land owned by Mr. John Marvin Thomas in anticipation of <br />developing a residential subdivision. The subject property is vacant and appears to be lightly to <br />medium wooded at this time. <br />To date, a total of three lots have been subdivided out of the tract as a minor subdivision. A <br />minor subdivision is limited to a maximum of six (6) lots from a parent tract. The proposed <br />creation of 19 lots shall be considered and approved as a major subdivision. Steps required for a <br />major subdivision include sketch plat review by the Technical Review Committee, preliminary <br />plat review and recommendation by the Planning Board, and preliminary plat approval by the <br />Board of Commissioners. Upon approval of the preliminary plat, the final plat is submitted to <br />the Department of Planning & Development for final plat review and approval/disapproval. <br />Site and Area Location: The proposed subdivision is located in the northeastern portion of Lee <br />County. The site is east of Farrell Road and south of Rod Sullivan Road. It is located west of <br />the Raleigh Executive Jetport Airport and is in close proximity to Copper Ridge Subdivision that <br />was also develop by Mr. Groce in 2008. <br />Streets: A total of 1,950 linear feet of new streets are proposed. The streets are designed with a <br />50ft. right-of-way and are designated as public streets and will be constructed to NCDOT <br />standards. <br />Water and Sewer: All lots will be served by public water. An 8 -inch water line is proposed to <br />be extended from Farrell Road in the right-of-ways of the proposed public streets. Each lot will <br />
