BK:00028 PG:0423 <br />LEE COU NIT,Y <br />Committed Today for a Better Tomorrow <br />SPECIAL MEETING <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />106 HILLCREST DRIVE <br />SANFORD, NORTH CAROLINA 27330 <br />AUGUST 29, 2016 <br />The special meeting of the Board of Commissioners for the County of Lee, State of North <br />Carolina, convened at 6 p.m. in the Commissioners' Room, First Floor, Lee County Government <br />Center, 106 Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners present when the <br />meeting was called to order were Amy M. Dalrymple, Dr. Ricky D. Frazier, Larry "Doc" Oldham, Robert <br />T. Reives, Timothy S. Sloan, and Kirk D. Smith. Commissioner Dr. Andre Knecht arrived at 6:09 p.m. <br />Chair Dalrymple called the meeting to order. <br />Commissioner Frazier delivered the invocation. <br />The pledge of allegiance was recited. <br />Commissioner Smith moved to rescind the Board's policy on public comments and allow <br />citizens to speak only for the disbursement of the donated money for water filters. (Note: according to <br />the Board's Policy, public comments are only allowed during "Regular Meetings"). Upon a vote, the <br />results were as follows: <br />Aye: Dalrymple and Smith <br />Nay: Frazier, Oldham, Reives, and Sloan <br />Absent: Knecht <br />The Chair ruled the motion failed with a 4 to 2 vote. <br />Commissioner Knecht joined the meeting at this time. <br />Chair Dalrymple discussed the water testing procedure and where the County is today on the <br />project. Envi ron mental LEE decided not to enter into an agreement with the County to accept the <br />$6,100 donated to purchase/install water filters in the Colon/Osgood area. Ms. Dalrymple thanked the <br />organization for their work and assistance during the project. She also discussed the 3 options <br />presented for the Board to consider which were as follows: <br />1) The County can return the funds to the people who have donated money, <br />2) The County can instruct staff to try and find another non-profit to administer the <br />funds/grant project, or <br />
