BK:00028 PG:0423 LEE COU NIT,Y Committed Today for a Better Tomorrow SPECIAL MEETING OF THE LEE COUNTY BOARD OF COMMISSIONERS 106 HILLCREST DRIVE SANFORD, NORTH CAROLINA 27330 AUGUST 29, 2016 The special meeting of the Board of Commissioners for the County of Lee, State of North Carolina, convened at 6 p.m. in the Commissioners' Room, First Floor, Lee County Government Center, 106 Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners present when the meeting was called to order were Amy M. Dalrymple, Dr. Ricky D. Frazier, Larry "Doc" Oldham, Robert T. Reives, Timothy S. Sloan, and Kirk D. Smith. Commissioner Dr. Andre Knecht arrived at 6:09 p.m. Chair Dalrymple called the meeting to order. Commissioner Frazier delivered the invocation. The pledge of allegiance was recited. Commissioner Smith moved to rescind the Board's policy on public comments and allow citizens to speak only for the disbursement of the donated money for water filters. (Note: according to the Board's Policy, public comments are only allowed during "Regular Meetings"). Upon a vote, the results were as follows: Aye: Dalrymple and Smith Nay: Frazier, Oldham, Reives, and Sloan Absent: Knecht The Chair ruled the motion failed with a 4 to 2 vote. Commissioner Knecht joined the meeting at this time. Chair Dalrymple discussed the water testing procedure and where the County is today on the project. Envi ron mental LEE decided not to enter into an agreement with the County to accept the $6,100 donated to purchase/install water filters in the Colon/Osgood area. Ms. Dalrymple thanked the organization for their work and assistance during the project. She also discussed the 3 options presented for the Board to consider which were as follows: 1) The County can return the funds to the people who have donated money, 2) The County can instruct staff to try and find another non-profit to administer the funds/grant project, or
