right-of-way, that should leave a 19ft+ area to accommodate these items; however, there 094 <br />is no way to verify what is where until the traffic lane is designed and the existing <br />conditions surveyed. The developer would bear the burden of the construction of the turn - <br />lane, including any relocation of existing utilities. The project civil engineer would need <br />to provide a cost estimate for the turn lane, which per NCDOT typically cost around <br />$75,000.00. <br />At the prior board meeting, the project designer (Joseph Klimek, Architect) verbally <br />indicated that Phase 1 of this project has the potential for 5 employees and 44 players, <br />with perhaps a total of approximately 70 people including spectators. The exact number of <br />vehicle trips per day that this project would create for each phase or upon full build out is <br />undetermined. It is possible that a Traffic Impact Analysis would be able to provide this <br />information, but this is type of study is required by NCDOT when warranted, not by the <br />UDO. <br />• Airport Road (SRI 213) Information: <br />Airport Road is an unlined short dead end road off of Tramway Road with a 60ft right- <br />of-way width and a 20ft ± pavement width. NCDOT maintains approximately 0. 13 miles <br />of the road per a 2011 NCDOT Road Maintenance Unit — Mapping Section map on file <br />with our department. Any development proposed beyond the NCDOT maintained area <br />may require a roadway extension for which the developer would bear the burden of the <br />construction. Per the TRC review comments, NCDOT is not requiring improvements to <br />Airport Road for this project. <br />• Accident Reports: The board was interested in any data for accidents in this area. <br />NCDOT requested the accident data from the Raleigh office and it is attached to this <br />memo for your reference. The NCDOT Traffic Engineering Accident Analysis System <br />Strip Analysis Report contains information from June 1, 2011 to May 31, 2016 for the <br />section of NC 78/Tramway Road from Hickory House Road (SRI 157) to Lemon Springs <br />Road (SRI 001). The Summary Statistics on pages 15-19 of the accident report summarize <br />the information contained in the Report Details on pages 1-14, so you may want to <br />reference this information first. There is a Legend on page 14 of the accident report which <br />helps explain the information contained with the Report Details. <br />In summary, staff has requested vehicle traffic counts from NCDOT during the active school <br />year since this will provide the most accurate information regarding the high volume of traffic <br />in this area and traffic concerns appear to be an ongoing matter for the residents of this area, <br />even if the soccer field complex is not developed. Therefore, this study will have to be done in <br />September or October and staff will forward this information to the boards upon receipt. At <br />this time the board may choose to continue to table this item until you feel that you have <br />sufficient information to allow you to make a decision regarding the rezoning request, or you <br />may choose to approve the rezoning request with/without conditions (with a conditional <br />zoning request, the conditions must be accepted by the applicant), or you may choose to deny <br />the rezoning request along with the rationale for doing so. <br />
