A. _ Information Meeting Date: August 15, 2016 XX Action Item Consent Agenda SUBJECT: Planning Board Recommendation for an Amendment to the Lee County Zoning Map DEPARTMENT: Sanford/Lee County Planning and Development CONTACT PERSON: Amy J. McNeill, Design Review Coordinator RE VEST: Consider Action on a Tabled Planning Board Recommendation for a Rezoning Request SUMMARY: Application by Toribo Herandez to rezone from Residential Agricultural (RA) district to a conditional zoning district to be known as 'Sanford Soccer Field Complex District" an 8.75 acre + portion of a larger 9.95 + acre tract off of Airport Road, formerly known as 2917 Airport Road. The Sanford Soccer Field Complex District will allow all land uses currently permitted in the RA district in addition to a soccer field complex. This site is a portion of a larger tract that is located in both the City of Sanford's ETJ and Lee County and this rezoning request is for the portion of the tract of land that is located within the jurisdiction of Lee County only. The property is the same as depicted on Lee County Tax Maps 9641.02 and 9641.04, a portion of Tax Parcel 9641-65-4598 Lee County Tax Records. NOTE: Since this item was tabled at the last meeting, someone must move to take the item off the table before it can be discussed. BUDGET IMPACT: N/A ATTACHMENTM: 1) Memo of the Planning Board's recommendation, (2) Draft Ordinance, and (3) DOT Traffic Study PUBLIC HEARING: No PRIOR BOARD ACTION: The Planning Board's recommendation was presented to the Commissioners on July 18th for consideration and the action was tabled until more information could be obtained from NCDOT. Prior to this date, a joint public hearing was held on June 20t' with several adjoining property owners and citizens speaking in opposition to the request. Items of concern included the high volume of vehicular & pedestrian traffic along Tramway Road (and possibly along the railroad tracks), which could potentially be hazardous and the bright lights & noise generated by the sporting events at the nearby schools and potentially by the new soccer facility. RECOMMENDATION: Approve/deny recommendation of the Lee County Planning Board that the rezoning request be approved with the following conditions: 1.) no alcohol served or allowed on site, 2.) signs posted stating no alcohol, no drugs and no weapons allowed and 3.) security provided at all nonpractice games. The board also included with their motion that NCDOT consider requiring a turn lane /stacking lane on Tramway Rd when entering Airport Rd front the south as part of the Phase 1 approval.
