BK:00028 PG -0241 <br />felt this was the best zoning for the property. <br />No one present spoke in opposition to the rezoning request. <br />Chair Dalrymple closed the public hearing. <br />The second public hearing with the Planning Board was to consider an application submitted by <br />Copper Ridge Development LLC. Zoning Administrator Althea Thompson outlined the rezoning request. <br />Commissioner Reives asked if anything was in place to address erosion control issues in rural areas <br />when new construction begins. Ms. Thompson stated that issue was addressed by the State. <br />Commissioner Reives moved for the Planning Department to provide erosion control information with <br />future rezoning application information along with State contact information. Upon a vote, the results <br />were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Chair Dalrymple opened the public hearing that had been advertised for this date and time. <br />The following spoke in favor of the rezoning application: <br />1. Mr. Van Groce, PO Box 2825, Sanford, NC (owner of said property). Stated this <br />was better utilization of the land. <br />County Manager John Crumpton asked Mr. Groce if the location of the airport presented a <br />problem with the proposed new development. Mr. Groce stated it did not since the development would <br />not be in the flight path of the airport. <br />The following spoke in opposition to the rezoning request: <br />1. Mr. Fred Sloan, 3429 Farrell Road — has lived in the area his entire life and <br />it has always been a rural, quite area. He read a prepared statement <br />addressing concerns for the area, which addressed flooding from heavy rains, <br />safety where neighbors can walk and ride bicycles along the highway, and his <br />house being in the flight path of the airport. Not trying to impede progress; only <br />want to develop in a way consistent with what it is now for future family generations <br />to enjoy as the community of which they are proud to be a part. <br />2. Mr. James Teal, 3687 Farrell Road, Sanford — not sure why the application <br />is requesting an "RR" district; feels it is not needed. He assisted with developing <br />the Deep River Long Range Plan and feels this rezoning request isn't a good fit for <br />the area. <br />Chair Dalrymple closed the public hearing. <br />The third and final public hearing with the Planning Board was an application submitted by Mr. <br />Charles Brown to rezone from Highway Commercial Conditional Use (HC -CU) district to Residential <br />Agricultural (RA) district a 4.44 ± acre tract located at 304 Country Estates Drive. Zoning Administrator <br />Althea Thompson outlined the requested request. <br />Chair Dalrymple opened the public hearing that had been advertised for this date and time. <br />3 <br />
