BK -00028 PG: 0240 <br />The Chair ruled the motion had been adopted unanimously. <br />Pursuant to N.C. General Statute 153A-52.1, Chair Dalrymple opened the floor for public <br />comments. The following signed up to speak and were allowed 3 minutes for comments: <br />Dr. Lynn Smith, Chairman of the Lee County Board of Education (in <br />support of purchasing vacant house on S. Vance Street along with <br />Wicker School Complex property) <br />Architect Taylor Hobbs presented a report and update on the Central Carolina Community <br />College Bond Projects. Commissioner Knecht arrived during the beginning of the presentation at 5:02 <br />p.m. No action was taken. <br />Donald Andrews, Chairman of the Lee County Fire Advisory Board presented the FY 2016-17 Fire <br />District Budgets, a copy of which is attached to these Minutes and by this reference made a part hereof. <br />Commissioner Kirk D. Smith arrived at the beginning of this presentation at 5:38 p.m. Mr. Andrews <br />discussed a flat tax rate for all county fire departments and explained briefly how that would work. <br />Commissioner Reives stated he would like the Fire Marshal to check and see what other counties have a <br />flat fire tax rate. He further stated he would like to ask the fire department chief's to let the <br />Commissioners know (in writing) how they feel about this possible change in funding instead of going <br />through the Fire Marshal's office. After discussion, Commissioner Smith moved to hold a public hearing <br />on the proposed Fire District Budgets at the June 6th meeting of the Board of Commissioners. Upon a <br />vote, the results were as follows: <br />Aye: Dalrymple, Frazier, Knecht, Oldham, Reives, Sloan, and Smith <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />The Board considered a Resolution prepared and presented by the Triangle Area Rural Planning <br />Organization (TARPO) for ranking of local transportation projects. Community Development Director <br />Marshal Downey stated the NC Department of Transportation is using a new system in which projects are <br />awarded funding known as Strategic Transportation Investment (STI). NCDOT looks to regional <br />transportation planning organizations, the Triangle Area Rural Planning Organization (TARPO), for <br />assignment of local input. TARPO asked members from the four county area — Lee, Moore, Chatham, <br />and certain unincorporated parts of Orange County, as well as the respective municipalities within each <br />county — to submit a collective list of their top 10 projects for consideration. The 40 projects were <br />trimmed down by TARPO to a total of 14 projects that will be assigned "local" points and forward to DOT. <br />Each of the four counties is guaranteed to get a least two projects included in the group of 14. A copy of <br />the Resolution approved by TARPO is attached to these Minutes and by this reference made a part <br />hereof. No action was taken. <br />At this time the Board of Commissioners conducted 4 public hearings, 3 being joint hearings with <br />the Lee County Planning Board. The first application presented was from AGA Corporation to rezone <br />from Residential Restricted (RR) district to General Commercial (C-2) district approximately 1.53 acres of <br />vacant land located east of NC Highway 87 South and formerly addressed as 4953 and 4957 NC <br />Highway 87 South. Zoning Administrator Althea Thompson outlined the rezoning request. <br />Chair Dalrymple opened the public hearing that had been advertised for this date and time. <br />The following spoke in favor of the rezoning request: <br />1.
