0 <br /> providing an opportunity for the people to vote for or against the lawful sale <br /> of alcoholic beverages and setting forth such restrictions as the honorable <br /> members of the Board of Commissioners believe necessary to safeguard the <br /> public interest: " <br /> The Chairman then pointed out that the petition contained a total of <br /> 1, 419 signatures of which 7 were duplicates and of which 1 was not a resident <br /> of Lee County, leaving Q ' total of 1, 411 petitioners. The Chairman also <br /> stated that this petition had been audited by J. D. Ennis, Certified Public <br /> Accountant of Sanford. " <br /> There then followed a general discussion of the question as to whether <br /> or not the Board should ask the Lee County members of the North Carolina <br /> General Assembly to introduce and secure the passage of legislation designed <br /> to authorize the Board of Commissioners to submit to the qualified voters of <br /> Lee County the question of whether or not Alcoholic Beverage Control Stores <br /> should be established in this County. After full discussion Commissioner <br /> Cheshire moved the adoption of the following resolution, to-wit: <br /> RESOLUTION <br /> The Board of County Commissioners of Lee County, in special session <br /> called in conformance with the law governing such meetings, hereby requests <br /> and petitions the Hon. J. W. Hoyle, State Senator of the 13th Senatorial <br /> District of North Carolina, and the Hon. J. Shelton Wicker, Lee County <br /> Representative in the General Assembly of North Carolina, to introduce and <br /> have enacted into law a bill permitting.a vote on the question of the lawful sale <br /> of alcoholic beverages, said bill to contain the following provisions: <br /> 1. That the Board of County Commissioners of Lee County shall be <br /> empowered to call an election on the lawful sale of alcoholic beverages in Lee <br /> County at any time within one year from the date of the ratification of this <br /> act, upon the presentation of a petition containing the bona fide signatures of <br /> 15% of the qualified voters participating in the last General Election as <br /> provided in the General Statutes. <br /> 2. .That the bill provide for the submission of the following questions to the <br /> voters of Lee County: <br /> (a) "For the lawful sale of alcoholic beverages. <br /> (b) "Against the lawful sale of alcoholic beverages. <br /> 3. That alcoholic beverages shall be handled in the following manner, if <br /> voters approve their lawful sale: <br /> (a) One or more alcoholic beverages stores be established in the <br /> county for the lawful sale of liquor and fortified wines. <br /> (b) That beer and light wines shall not be sold for "on - premise <br /> consumption" at any place in Lee County and that the sale of beer and wine <br /> shall be limited to package sales; that is, sales for "take home" or off- <br /> premise consumption. <br /> 4. That profits from alcoholic beverage stores, more commonly referred <br /> to as ABC Stores, shall be distributed as follows, after deduction of five <br /> per cent for law enforcement as provided in the alcoholic beverage laws of <br /> North Carolina: <br /> (a) 18 per cent for teacher pay supplements for the schools of both the <br /> Lee County and Sanford school systems to be pro-rated among the teachers, <br /> superintendents and principals of said systems. <br />
