Clark, Custodian of the Courthouse, reported on the condition <br /> of all buildings owned by the County. - <br /> Hugh Talley, County Sanitarian, presented`a report of his activities <br /> for the month of February. <br /> Mrs. Laura B. Rosser, ,Suet. of Public Welfare, appeared before the <br /> Board and gave report of the activities of the Welfare Department. <br /> On motion of Commissioner Measamer, which motion was seconded by <br /> Commissioner Groce, it was unanimously resolved that the Register of Deeds <br /> be instructed to accept no'deeds for the transfer of real estate until the transfer <br /> is recorded in the Office of the'_Taz Supervisor and the transfer noted on the <br /> deed by the Tax Supervisor, the same to be effective as of the 1st day of <br /> April, 1959. <br /> • <br /> On motion of Commissioner Measamer, which motion was seconded by <br /> Commissioner Croce, the plans and specifications for a new jail drawn by <br /> Thomas T. Hayes, Jr„ Architect of Southern Pines was unanimously accepted <br /> and approved. • <br /> Mr. James A. Potts, County Electrical Inspector, presented his monthly <br /> report. <br /> W. H. Campbell, Tax Collector, reported on collections of the County <br /> Tax Department for the month of February, 1959. <br /> • On motion of Commissioner Atkins, which motion was seconded by <br /> Commissioner Groce, it was unanimously resolved that•all deliquent taxes <br /> be transferred from the county accountants office to the Tax Collector's office <br /> for collection, effective as of April 1, 1959. ' - <br /> J. Shelton Wicker, Lee County Representative in the Legislature and <br /> D. F. Holder, Sheriff, appeared before the Board to discuss the question of <br /> local legislation for Lee County. At the Sheriff's request the Commissioner <br /> approved the introduction of -a bill to prohibit the use of loud speakers outside <br /> of homes or buildings in the rural areas of Lee County after 10:30 o'clock <br /> at night. Sheriff Holder further requested that the Commissioners approve <br /> the introduction of a bill to make' it unlawful to 'keep open pool rooms in the <br /> rural areas of Lee County on Sundays. The Board discussed these and other <br /> legislative matters in detail and instructed the County, Attorney to draw the <br /> bills requested by Sheriff,Holder., The County Attorney was also instructed <br /> to draw a bill allowing the County to collect deliquent taxes and to place the <br /> funds so collected in a special fund to be used in the construction of a new <br /> jail. <br /> • <br /> On motion duly made and seconded, the meeting was adjourned until <br /> Wedriesclay,' March 16, 1959-at- 7:30 o'clock P.
