1 <br /> \w <br /> BOOK 6 PACE 288 <br /> MINUTES OF SPECIAL MEETING OF BOARD <br /> OF COMMISSIONERS FOR LEE COUNTY, <br /> NORTH CAROLINA <br /> Tuesday, 24 November 1964 <br /> The special meeting of the Board of Commissioners for Lee <br /> County, North Carolina, convened at 7:30 o'clock p. m. in the Commissioner s <br /> Room at the Lee County Courthouse on Tuesday, November 24th, 1964, the <br /> same being the time, date and place specified in the notice of the meeting <br /> issued by the Chairman. Those present when the meeting was called to order <br /> were Chairman Sion H. Kelly, Commissioners Edward W. Cox, John E. <br /> Dotterer, and J. T. Ledwell. Commissioner Clyde J. Atkins was absent. <br /> Chairman Sion H. Kelly presided and the following business <br /> was transacted: <br /> Mr. T. C. Griffin of the Lee County Mental Health Authority <br /> appeared before the Board and requested the Board of Commissioners to <br /> designate one or more sites which will be made available for construction of <br /> a mental health center. Mr. Griffin said that federal funds were available <br /> and that there was a need for speed in pressing the county's application for <br /> assistance. Mr. Shelton Wicker also spoke on behalf of the mental health <br /> authority. <br /> Commissioner Dotterer said his information was that the <br /> most the county was required to do at present was to say it would make a <br /> site available. He stated the County would have to pay 16% of the cost of any <br /> building constructed. <br /> Commissioner Dotterer also stated that he was informed that <br /> for State and Federal participation in the construction and operation of a <br /> mental health center that the center would have to provide the following: <br /> (1) In patient service; <br /> (2) Out patient service; <br /> (3) Day care (partial hospitalization); <br /> (4) Emergency service; and <br /> (5) Consultation and education program. <br /> After further discussion between members of the mental <br /> health authority and the Commissioners, Commissioner Dotterer moved the <br /> adoption of the following resolution: <br /> BE IT RESOLVED BY THE BOARD OF <br /> COMMISSIONERS FOR LEE COUNTY that they will <br /> provide a site acceptable to the State Board of Mental <br /> Health for the construction of a Mental Health Center. <br /> Commissioner Cox seconded the motion and upon a roll call <br /> vote the Commissioners voted as follows: <br /> Aye: Cox, Dotterer, Ledwell and Kelly <br /> Absent: Atkins <br /> No: None <br /> The Chairman announced that the motion had been unanimously <br /> adopted and directed the Clerk to furnish a certified copy to the State Board of <br /> Mental Health. <br />
