BOOK 7 PAGE 216 <br />Page 2. <br />Commissioner Wicker seconded the motion and upon <br />a vote it was unanimously adopted. <br />W. B. Pittman and Dr. A. R. Mayberry appeared before <br />the Board and presented the budget requests for the Mental Health <br />Department. Dr. Mayberry requested that the Board consider paying <br />the appropriation to a fund to be disbursed under the direction of <br />the Mental Health Advisory Board. <br />The Chairman announced the Board would now hold <br />the joint meeting with the Welfare Board required by statute for <br />determination of administration expenses of the Welfare Department. <br />Mrs. Sarah Lawrence, Chairman of the Welfare Board and Mr. Raymond <br />Ledford, Director presented the administrative budget requests. <br />Following this presentation the Chairman and Director presented <br />the other budget requests of the Welfare Board. <br />Upon motion of Commissioner Yow, seconded by <br />Commissioner White, which was duly adopted it was resolved to <br />authorize the immediate employment of a qualified person to fill <br />the Homemakek-1 vacancy provided in the present budget. <br />Director Ledford distributed to the members of the <br />Board publications setting forth the new equalization formula <br />established by the State Board of Public Welfare. <br />members present. <br />The meeting recessed for lunch at 12:15 P. M. <br />The meeting reconvened at 2:.00 P. M. with all <br />Chairman John E. Dotterer presided and the <br />following business was transacted: <br />The bills for the primary election were presented <br />and approved for payment upon motion of Commissioner White, seconded <br />by Commissioner McLeod, which was duly adopted. <br />The Chairman advised the Board that the Administrative <br />office of the Courts had requested the Board.to recommend salaries <br />for assistant clerks, deputy clerks, and other employees in the <br />office of the Clerk of Superior Court having due regard for the <br />salary levels and economic situation in Lee County. The Clerk to <br />the Board was instructed to send a copy of the personsllstudy <br />classification in reply. <br />The Chairman presented to the Board a written <br />certification from the Department of Archives and History that <br />all tax receipts more than ten years old had no research or reference <br />value. The tax collector certified that these records had no further <br />use or value for official business. Commissioner White moved that <br />the tax collector be authorized to destroy all tax receipts more <br />than ten years old in accordance with the authority contained in <br />G. S. 121-5• Commissioner McLeod seconded the motion and upon a <br />vote it was unanimously adopted. <br />The written request of Sanford Savings & Loan <br />Association for refund of $16.93 paid on taxes which were double <br />listed in the name of Edward E. Hughes and paid by them. After <br />consideration, investigation, and deliberation by the Board, <br />Commissioner McLeod moved the adoption of the following: <br />WHEREAS Edward E. Hughes has been illegally <br />assessed for taxes and written request has bean made for refund <br />in apt time by the party paying same; and WHEREAS the Board of <br />Commissioners for Lee County feels the refund of such taxes is <br />proper; <br />
