U <br />BOOK <br />7 FACE239 <br />-3e- <br />C <br />(4) All employees being paid at a rate above the maximum rate established <br />for their respective classes shall remain at their present salaries as long <br />as the maximum rate is below the employees' present salaries. <br />Section 4. Payment at a Listed Rate. All employees covered by the salary <br />plan shall be paid at a listed rate within the salary ranges established for <br />their respective job classifications, except employees whose present salaries are <br />above the established maximum rate following transition to a new pay plan. <br />Section 5. Entrance at the Minimum. Each new employee shall be appointed <br />at the minimum salary which has been established for the classification in which <br />he is employed, except: (1) if the new employee does not meet the minimum <br />requirements of the position and qualified applicants for the position are not <br />available, upon recommendation by the supervising department head the Governing <br />Board may designate the employee as a "trainee" to be appointed at a salary below <br />the minimum; (2) When the supervising department head has determined that there <br />has been a demonstrated inability to recruit at the minimum salary or that an <br />applicant possesses exceptional qualifications, the Governing Board may authorize <br />the employment of an applicant at a higher rate than the minimum in the salary <br />range. <br />Section 6. Salary of Trainee. A new employee who does not meet all of the <br />established qualifications for a position may be appointed with the approval of <br />the Governing Board at a "training" salary no more than two steps below the <br />minimum salary established for the position. The employee shall continue to <br />receive a reduced salary during the probationary period until the appointing <br />department head with the approval of the Governing Board shall determine that <br />the trainee is qualified to assume the responsibilities of the position, or <br />until the end of the probationary period (six months) when the employee is <br />either discharged or moved to a listed rate in the salary range established for <br />the position. <br />Page nine <br />
