Misuse of public property, incl%aA ing use of county-oonied <br />vehicles for other than official county business, <br />When an employee is discharged, the department head shall immediately provide <br />the Governing Board and the discharged employee with a written notice of the <br />discharge, indicating the effective date and the reason for the discharge, <br />Section 7. Demoiicn, Any employee whose work in his present position is <br />unsatisfactory may be demoted by his department head with the approval cf the <br />Governing Board if the employee shows promise of becoming a satisfaotory employee <br />in another position. <br />Section 8. Suspension. When suspension would be in the best interests of <br />the employee or the governmental unit, the Governing Board may suspend the <br />employee without pay as a non-disciplinary measure. When the suspension shall <br />be terminated by full reinstatement of the employee, the Governing Board may <br />authorize full or partial recovery of pay and benefits for the period of the <br />suspension. <br />Section 9. Redaction in Force. In the event that a reduction in froce <br />becomes necessary, consideration will be given to the quality of each employee's <br />past performance and the needs of the governmental unit; as well as seniority in <br />determining those employes to be retained, <br />Section 10. Right of Appeal, Any employee suspended, demoted, or dis- <br />missed may appeal to the Governing Board after notifying his department head in <br />writing of his intention to appeal the disciplinary action..
