ECCIf 7 P,°,GE242 <br />_.3h- <br />ARTICLE IV. APPOINTMENT, DISMISSAL, AND DEMOTION <br />Section 1. Applicability of Article. The provisions of this article shall <br />be applicable to all. employees except those exempted in Article I, Section 5. <br />Section 2. Elm lint ertun_itiee. The Governing Beard shall publicize <br />opportunities for employment with the governmental unit including the salary <br />ranges and employment qualifications for positions to be filled. <br />Section 3. A ointments. Each department head shall be responsible for <br />recruiting such employees as are authorized for his department by the classifi- <br />cation plan and by the budget. Before any commitment is made to an applicant or <br />employee, the department head shall forward the applicant's completed application <br />form to the Governing Board with a recommendation as to the position to be filled <br />and the salary to be paid. A written examination may be given each person making <br />an application for a position with the County of Lee. After investigating the <br />qualifications and experience of the applicant, the Governing Board shall have <br />the final power and discretion, as to the employment of the applicant. This <br />Section shall not apply to Agencies having separate Boards and who make appoint- <br />ments according to already defined procedures. <br />Section 4. Qualification Standards. Employees shall meet the employment <br />standards established by the position classification plan and such other reason- <br />able minimum standards as to character, aptitude, ability to meet the public, <br />and good physical condition with final authority and discretion vested in the <br />Governing Board. However, no employee shall be required to belong to a parti- <br />cular party, religious or fraternal organization as a condition of employment. <br />An applicant for employment will not be discriminated against because of his <br />race, color, sex, or national origin. <br />Section 5.
